           MELIO, GEIST, HERSHEY, TIGUE, BARD, STISH, STERN, LYNCH,
           SAYLOR, J. TAYLOR, ARGALL, PISTELLA, REBER, EGOLF, COLAFELLA,
           BOSCOLA, HENNESSEY, BAKER, HESS, PHILLIPS, GODSHALL, CLYMER,

        REFERRED TO COMMITTEE ON RULES, MARCH 28, 1995

                            A CONCURRENT RESOLUTION

     1  Directing the Joint State Government Commission to study the
     2     feasibility of establishing a separate department or
     3     independent commission to implement and administer and advise
     4     the Governor on all programs and issues relating to veterans
     5     affairs.

     6     WHEREAS, The General Assembly of the Commonwealth of
     7  Pennsylvania has consistently placed a high priority on issues
     8  and matters affecting the military veterans of Pennsylvania; and
     9     WHEREAS, There is a strong belief that the programs and
    10  issues relating to military veterans could be addressed in a
    11  more comprehensive and efficient manner; therefore be it
    12     RESOLVED, (the Senate concurring), That the General Assembly
    13  direct the Joint State Government Commission to undertake a
    14  comprehensive study of the feasibility of establishing a
    15  separate department or independent commission to implement and
    16  administer and advise the Governor on all programs and issues
    17  relating to veterans affairs; and be it further


     1     RESOLVED, That to accomplish this goal, a task force be
     2  created comprised of the chairman and minority chairman of the
     3  Veterans Affairs and Emergency Preparedness Committee of the
     4  House of Representatives and the chairman and minority chairman
     5  of the Military and Veterans Affairs Committee of the Senate,
     6  two members of the House of Representatives, one from the
     7  majority party and one from the minority party appointed by the
     8  Speaker of the House of Representatives and two members of the
     9  Senate, one from the majority party and one from the minority
    10  party appointed by the President pro tempore; and be it further
    11     RESOLVED, That the chairman of the Veterans Affairs and
    12  Emergency Preparedness Committee of the House of Representatives
    13  shall be the chairman of the task force; and be it further
    14     RESOLVED, That the task force may hold hearings, take
    15  testimony and make its investigations at such places as it deems
    16  necessary in this Commonwealth. Each member of the committee
    17  shall have power to administer oaths and affirmations to
    18  witnesses appearing before the committee; and be it further
    19     RESOLVED, That the task force prepare a report containing its
    20  findings and, if appropriate, propose necessary legislation and
    21  deliver such reports to each House of the General Assembly as
    22  soon as possible upon the conclusion of its study.
