AN ACT
1 Making appropriations to the Hahnemann University, Philadelphia.
2 The General Assembly of the Commonwealth of Pennsylvania
3 hereby enacts as follows:
4 Section 1. (a) The sum of $8,142,000 is hereby appropriated
5 to the Hahnemann University, Philadelphia, for the fiscal year
6 July 1, 1996, to June 30, 1997, for instruction in the Doctor of
7 Medicine program.
8 (b) The sum of $1,798,000 is hereby appropriated to the
9 Hahnemann University, Philadelphia, for the fiscal year July 1,
10 1996, to June 30, 1997, for the general maintenance of the
11 Hahnemann University, including the Allied Health, Professions
12 and Graduate School of the Hahnemann University, and student
13 aid.
14 (c) The sum of $321,000 is hereby appropriated to the
15 Hahnemann University, Philadelphia, for the fiscal year July 1,
16 1996, to June 30, 1997, for minority educational and recruitment
17 programs.
1 Section 2. Payments to the Hahnemann University on account
2 of the appropriations provided in section 1 shall be made
3 quarterly by the Secretary of Education on the basis of costs
4 during the fiscal year. The secretary shall not release more
5 than the first quarterly payment until such time as the trustees
6 of Hahnemann University agree in writing to include a minimum of
7 five members appointed by the Governor and the General Assembly.
8 The Governor, the President pro tempore of the Senate, the
9 Minority Leader of the Senate, the Speaker of the House of
10 Representatives and the Minority Leader of the House of
11 Representatives may each, upon receipt of the written agreement
12 from the trustees, appoint a nonelected official to serve as a
13 member of the board and the terms of office shall be coterminous
14 with that of their appointing authority.
15 Section 3. The Hahnemann University shall provide full,
16 complete and accurate information as may be required by the
17 Department of Education or the chairman or the minority chairman
18 of the Appropriations Committee of the Senate or the chairman or
19 the minority chairman of the Appropriations Committee of the
20 House of Representatives.
21 Section 4. The Hahnemann University shall report its
22 revenues and expenditures and present its financial statements
23 in accordance with generally accepted accounting principles and
24 procedures for educational institutions as set forth in the
25 "Higher Education Finance Manual (1975)" and the "Commonwealth
26 of Pennsylvania Budget Instructions for the State System of
27 Higher Education, State-Related Universities and Non-State-
28 Related Colleges and Universities."
29 Section 5. The trustees of the Hahnemann University shall
30 report on forms provided by the Department of Education to both

1 the chairman and minority chairman of the Appropriations
2 Committee of the Senate and the chairman and minority chairman
3 of the Appropriations Committee of the House of Representatives
4 by September 30, 1997, on how State-appropriated funds were
5 expended for fiscal year 1996-1997 to reduce the costs to
6 Pennsylvania resident students or to provide services to
7 Pennsylvania residents.
8 Section 6. This act shall take effect July 1, 1996, or
9 immediately, whichever is later.
