AN ACT
1 Making appropriations to the Thomas Jefferson University,
2 Philadelphia.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. (a) The sum of $5,869,000 is hereby appropriated
6 to the Thomas Jefferson University, Philadelphia, for the fiscal
7 year July 1, 1996, to June 30, 1997, for instruction in the
8 Doctor of Medicine program.
9 (b) The sum of $4,113,000 is hereby appropriated to the
10 Thomas Jefferson University, Philadelphia, for the fiscal year
11 July 1, 1996, to June 30, 1997, for the general maintenance of
12 the Thomas Jefferson University, including the College of Allied
13 Health Sciences, student aid and Children's Heart Hospital.
14 Section 2. Payments to the Thomas Jefferson University on
15 account of the appropriations provided in section 1 shall be
16 made quarterly by the Secretary of Education on the basis of
17 costs during the fiscal year. The Secretary of Health shall not
1 release more than the first quarterly payment until such time as
2 the Trustees of the Jefferson Medical College and Hospital agree
3 in writing to include a minimum of five members appointed by the
4 Governor and the General Assembly. The Governor, the President
5 pro tempore of the Senate, the Minority Leader of the Senate,
6 the Speaker of the House of Representatives and the Minority
7 Leader of the House of Representatives may each, upon receipt of
8 the written agreement from the trustees, appoint a nonelected
9 official to serve as a member of the board and the terms of
10 office shall be coterminous with that of their appointing
11 authority.
12 Section 3. The Thomas Jefferson University shall provide
13 full, complete and accurate information as may be required by
14 the Department of Education or the chairman or the minority
15 chairman of the Appropriations Committee of the Senate or the
16 chairman or the minority chairman of the Appropriations
17 Committee of the House of Representatives.
18 Section 4. The Thomas Jefferson University shall report its
19 revenues and expenditures and present its financial statements
20 in accordance with generally accepted accounting principles and
21 procedures for educational institutions as set forth in the
22 "Higher Education Finance Manual (1975)" and the "Commonwealth
23 of Pennsylvania Budget Instructions for the State System of
24 Higher Education, State-Related Universities and Non-State-
25 Related Colleges and Universities."
26 Section 5. The trustees of the Thomas Jefferson University
27 shall report on forms provided by the Department of Education to
28 both the chairman and minority chairman of the Appropriations
29 Committee of the Senate and the chairman and minority chairman
30 of the Appropriations Committee of the House of Representatives

1 by September 30, 1997, on how State-appropriated funds were
2 expended for fiscal year 1996-1997 to reduce the costs to
3 Pennsylvania resident students or to provide services to
4 Pennsylvania residents.
5 Section 6. This act shall take effect July 1, 1996, or
6 immediately, whichever is later.
