                                     AN ACT

     1  Making appropriations to the Trustees of the University of
     2     Pennsylvania.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  The following sums, or as much thereof as may be
     6  necessary, are hereby appropriated to the Trustees of the
     7  University of Pennsylvania for the fiscal year July 1, 1996, to
     8  June 30, 1997, for the purposes and in the amounts as shown:
     9     (1)  For instruction to Pennsylvania residents,
    10  excluding Veterinary Medicine programs and Doctor
    11  of Medicine.......................................    $9,489,000  <--
    12  OF MEDICINE.......................................    $9,089,000  <--
    13     (2)  For dental clinics........................       994,000
    14     (3)  For instruction in the Doctor of Medicine
    15  program...........................................     4,280,000
    16     (4)  For instruction in Veterinary Medicine

     1     (5)  For the New Bolton Animal Center..........     7,118,000  <--
     2     (5)  FOR THE NEW BOLTON ANIMAL CENTER. OF THIS                 <--
     3  AMOUNT $400,000 SHALL BE USED FOR RENOVATIONS TO
     4  THE TOXICOLOGY LABORATORY.........................     7,518,000
     5     (6)  For the Center for Animal Health and
     6  Productivity......................................     1,201,000
     7     (7)  For food and animal clinics and services..     1,968,000
     8     Section 2.  Payments to the University of Pennsylvania on
     9  account of the appropriations for the items provided in section
    10  1 shall be made quarterly by the Secretary of Education on the
    11  basis of costs during the fiscal year. The secretary shall not
    12  release more than the first quarterly payment until such time as
    13  the trustees of the University of Pennsylvania agree in writing
    14  to include a minimum of four members appointed by the General
    15  Assembly. The President pro tempore of the Senate, the Minority
    16  Leader of the Senate, the Speaker of the House of
    17  Representatives and the Minority Leader of the House of
    18  Representatives may each, upon receipt of the written agreement
    19  from the trustees, appoint a nonelected official to serve as a
    20  member of the board and the terms of office shall be coterminous
    21  with that of their appointing authority.
    22     Section 3.  The University of Pennsylvania shall provide
    23  full, complete and accurate information as may be required by
    24  the Department of Education or the chairman or the minority
    25  chairman of the Appropriations Committee of the Senate or the
    26  chairman or the minority chairman of the Appropriations
    27  Committee of the House of Representatives.
    28     Section 4.  The University of Pennsylvania shall report its
    29  revenues and expenditures and present its financial statements
    30  in accordance with generally accepted accounting principles and

     1  procedures for educational institutions as set forth in the
     2  "Higher Education Finance Manual (1975)" and the "Commonwealth
     3  of Pennsylvania Budget Instructions for the State System of
     4  Higher Education, State-Related Universities and Non-State-
     5  Related Colleges and Universities."
     6     Section 5.  The trustees of the University of Pennsylvania
     7  shall report on forms provided by the Department of Education to
     8  both the chairman and minority chairman of the Appropriations
     9  Committee of the Senate and the chairman and minority chairman
    10  of the Appropriations Committee of the House of Representatives
    11  by September 30, 1997, on how State-appropriated funds were
    12  expended for fiscal year 1996-1997 to reduce the costs to
    13  Pennsylvania resident students or to provide services to
    14  Pennsylvania residents.
    15     Section 6.  This act shall take effect July 1, 1996, or
    16  immediately, whichever is later.
