AN ACT
1 Making appropriations to the Trustees of the University of
2 Pennsylvania.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. The following sums, or as much thereof as may be
6 necessary, are hereby appropriated to the Trustees of the
7 University of Pennsylvania for the fiscal year July 1, 1996, to
8 June 30, 1997, for the purposes and in the amounts as shown:
9 (1) For instruction to Pennsylvania residents,
10 excluding Veterinary Medicine programs and Doctor
11 of Medicine....................................... $9,489,000
12 (2) For dental clinics........................ 994,000
13 (3) For instruction in the Doctor of Medicine
14 program........................................... 4,280,000
15 (4) For instruction in Veterinary Medicine
16 programs only..................................... 10,420,000
17 (5) For the New Bolton Animal Center.......... 7,118,000
1 (6) For the Center for Animal Health and
2 Productivity...................................... 1,201,000
3 (7) For food and animal clinics and services.. 1,968,000
4 Section 2. Payments to the University of Pennsylvania on
5 account of the appropriations for the items provided in section
6 1 shall be made quarterly by the Secretary of Education on the
7 basis of costs during the fiscal year. The secretary shall not
8 release more than the first quarterly payment until such time as
9 the trustees of the University of Pennsylvania agree in writing
10 to include a minimum of four members appointed by the General
11 Assembly. The President pro tempore of the Senate, the Minority
12 Leader of the Senate, the Speaker of the House of
13 Representatives and the Minority Leader of the House of
14 Representatives may each, upon receipt of the written agreement
15 from the trustees, appoint a nonelected official to serve as a
16 member of the board and the terms of office shall be coterminous
17 with that of their appointing authority.
18 Section 3. The University of Pennsylvania shall provide
19 full, complete and accurate information as may be required by
20 the Department of Education or the chairman or the minority
21 chairman of the Appropriations Committee of the Senate or the
22 chairman or the minority chairman of the Appropriations
23 Committee of the House of Representatives.
24 Section 4. The University of Pennsylvania shall report its
25 revenues and expenditures and present its financial statements
26 in accordance with generally accepted accounting principles and
27 procedures for educational institutions as set forth in the
28 "Higher Education Finance Manual (1975)" and the "Commonwealth
29 of Pennsylvania Budget Instructions for the State System of
30 Higher Education, State-Related Universities and Non-State-

1 Related Colleges and Universities."
2 Section 5. The trustees of the University of Pennsylvania
3 shall report on forms provided by the Department of Education to
4 both the chairman and minority chairman of the Appropriations
5 Committee of the Senate and the chairman and minority chairman
6 of the Appropriations Committee of the House of Representatives
7 by September 30, 1997, on how State-appropriated funds were
8 expended for fiscal year 1996-1997 to reduce the costs to
9 Pennsylvania resident students or to provide services to
10 Pennsylvania residents.
11 Section 6. This act shall take effect July 1, 1996, or
12 immediately, whichever is later.
