AN ACT 1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated 2 Statutes, providing for a Children's Partnership registration 3 plate. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Title 75 of the Pennsylvania Consolidated 7 Statutes is amended by adding a section to read: 8 § 1358. Children's Partnership registration plate. 9 (a) Design of plate.--The department, in consultation with 10 the Department of Public Welfare, shall design a special 11 Children's Partnership registration plate. 12 (b) Fee.--Upon application of any person, accompanied by a 13 fee of $35 which shall be in addition to the annual registration 14 fee, the department shall issue the plate for a passenger car, 15 motor home, trailer or truck with a gross vehicle weight rating 16 of not more than 9,000 pounds.
1 (c) Children's Partnership Fund.-- 2 (1) Fifteen dollars of each fee received under this 3 section shall be credited to the Children's Partnership Fund, 4 which is hereby established as a special account in the 5 General Fund. 6 (2) The purpose of the Children's Partnership Fund is to 7 provide funds for programs to prevent child abuse and neglect 8 as imposed on the Governor's Community Partnership for Safe 9 Children (the Children's Partnership) as provided for in 10 Executive Order 1995-6. 11 (d) Appropriation; expenditures.-- 12 (1) All moneys in the Children's Partnership Fund are 13 hereby annually appropriated to the Department of Public 14 Welfare to be expended as requested by the Children's 15 Partnership for the purposes authorized under this section. 16 (2) Estimates of amounts to be expended shall be 17 submitted by the Department of Public Welfare to the Governor 18 for his approval. 19 (3) The State Treasurer shall not honor any requisition 20 for expenditures by the Department of Public Welfare in 21 excess of estimates approved by the Governor or in excess of 22 the amount available for the purposes for which the 23 requisition was made, whichever is the lesser amount. 24 Section 2.
