AN ACT
1 Amending the act of July 9, 1990 (P.L.340, No.78), entitled "An
2 act providing for a Statewide emergency telephone number 911
3 system; providing for contributions from telephone
4 subscribers; providing a penalty; and making a repeal,"
5 providing additional powers and duties to counties relating
6 to the naming and numbering of streets within third class
7 cities, boroughs and townships.
8 The General Assembly of the Commonwealth of Pennsylvania
9 hereby enacts as follows:
10 Section 1. Section 4(a) of the act of July 9, 1990 (P.L.340,
11 No.78), known as the Public Safety Emergency Telephone Act, is
12 amended by adding a paragraph to read:
13 Section 4. Counties.
14 (a) Powers and duties.--The board of county commissioners,
15 or, in a home rule county, the appropriate body according to the
16 home rule charter, shall have the following powers and duties in
17 relation to a 911 system:

19 (6) To direct the governing body of each city of the
1 third class, borough, incorporated town, township or home
2 rule municipality to name each street and number each
3 building on such street within each municipality in order to
4 foster fast and efficient response of emergency vehicles. If
5 any such municipality refuses to comply with the direction of
6 the county within a period of one year from the effective
7 date of this paragraph, then the county, as part of the
8 county plan under section 5, shall name each street and
9 number each building.
