                                     AN ACT

     1  Amending Title 18 (Crimes and Offenses) of the Pennsylvania
     2     Consolidated Statutes, further providing for firearm
     3     licenses.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 6109 of Title 18 of the Pennsylvania
     7  Consolidated Statutes is amended by adding a subsection to read:
     8  § 6109.  Licenses.
     9     * * *
    10     (k)  Permanent license.--
    11         (1)  The sheriff of a county, or in a city of the first
    12     class the chief of police of that city, may, upon the
    13     application of a person who has retired in good standing with
    14     at least 20 years of service as a police officer, issue a
    15     permanent license to the person to carry a firearm in a
    16     vehicle or concealed on or about his person within this
    17     Commonwealth. The form and content of the application for a
    18     permanent license shall meet the requirements of subsection

     1     (e).
     2         (2)  At five-year intervals, a licensee under this
     3     subsection shall submit a certificate to the licensing
     4     authority signed by a physician stating that the licensee is
     5     physically and mentally fit to carry and use a firearm. A
     6     permanent license shall be revoked if the licensee fails to
     7     submit a physician's certificate. No physician signing a
     8     certificate of fitness shall be liable for civil damages as a
     9     result of certifying the licensee's fitness except where the
    10     physician's acts or omissions are intended to harm or
    11     constitute gross negligence.
    12     Section 2.  This act shall take effect in 60 days.
