15 APPROPRIATION APPROPRIATIONS FOR THE ADDITIONAL PUBLIC <--
16 IMPROVEMENT PROJECT AND REDEVELOPMENT ASSISTANCE PROJECT; <--
17 AUTHORIZING THE INCURRING OF DEBT WITHOUT THE APPROVAL OF THE

21 The General Assembly of the Commonwealth of Pennsylvania
22 hereby enacts as follows:
23 Section 1. Short title.
24 This act shall be known and may be cited as the Highway and <--
25 Airport Supplement to the Capital Budget Act of 1993-1994. FIRST <--
1 SUPPLEMENTAL CAPITAL BUDGET PROJECT ITEMIZATION ACT OF 1994-
2 1995.
3 Section 2. Total authorization.
4 (A) PUBLIC IMPROVEMENTS.--THE TOTAL AUTHORIZATION FOR THE <--
5 ADDITIONAL CAPITAL PROJECTS IN THE CATEGORY OF PUBLIC
6 IMPROVEMENT PROJECTS ITEMIZED IN SECTION 2.1 AND TO BE ACQUIRED
7 OR CONSTRUCTED BY THE DEPARTMENT OF GENERAL SERVICES, ITS
8 SUCCESSORS OR ASSIGNS, AND TO BE FINANCED BY THE INCURRING OF
9 DEBT SHALL BE $3,600,000 $4,600,000. <--
10 (B) REDEVELOPMENT ASSISTANCE.--THE TOTAL AUTHORIZATION FOR <--
11 THE ADDITIONAL CAPITAL PROJECTS IN THE CATEGORY OF REDEVELOPMENT
12 ASSISTANCE AND REDEVELOPMENT ASSISTANCE CAPITAL PROJECTS
13 ITEMIZED IN SECTION 2.2 FOR CAPITAL GRANTS BY THE DEPARTMENT OF
14 COMMUNITY AFFAIRS, ITS SUCCESSORS OR ASSIGNS, AND TO BE FINANCED
15 BY THE INCURRING OF DEBT, SHALL BE $6,000,000.
16 (B) (C) HIGHWAY AND AIRPORT PROJECTS.--The total <--
17 authorization for the capital projects IN THE CATEGORY OF <--
18 HIGHWAY AND AIRPORT PROJECTS itemized in this act and to be
19 constructed by the Department of Transportation, its successors
20 or assigns and to be financed from current revenues of the Motor
21 License Fund shall be $1,527,598,000. $1,521,903,000. <--

23 All moneys received from the Federal Government for the
24 construction of the projects specifically itemized in this act
25 are also hereby appropriated for those projects.
26 Section 74. Allocation of funds.
27 Whenever as determined by the Department of Transportation
28 that the full estimated financial costs of the projects itemized
29 in this act are not necessary for the proper design, acquisition
30 or construction of such projects, the excess funds no longer

1 required may be allocated by the Pennsylvania Department of
2 Transportation to increase the estimated costs of any one or
3 more of the projects specifically itemized in a capital budget.
4 Section 75. Repeal.
5 Section 8(68)(i)(A) of the act of December 28, 1992 <--
6 (P.L.1694, No.188), known as the Capital Budget Project
7 Itemization Act of 1991-1992, is repealed.
8 SECTION 7(1)(VIII)(A) OF THE ACT OF JULY 8, 1994 (P.L.444, <--
9 NO.74), KNOWN AS THE CAPITAL BUDGET PROJECT ITEMIZATION ACT FOR
10 1994-1995, IS REPEALED.
11 Section 76. Effective date.
12 This act shall take effect immediately.
