           REPRESENTATIVES, AS AMENDED, MAY 26, 1993

                                     AN ACT

     1  Making an appropriation APPROPRIATIONS to the Philadelphia        <--
     2     College of Osteopathic Medicine, Philadelphia.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     SECTION 1.  THE SUM OF $2,706,000 IS HEREBY APPROPRIATED TO    <--
     6  THE PHILADELPHIA COLLEGE OF OSTEOPATHIC MEDICINE, PHILADELPHIA,
     7  FOR THE FISCAL YEAR JULY 1, 1992, TO JUNE 30, 1993, FOR
     8  INSTRUCTION IN THE DOCTOR OF OSTEOPATHY PROGRAM.
     9     Section 1 2.  The sum of $5,411,000 $4,058,000 is hereby       <--
    10  appropriated to the Philadelphia College of Osteopathic
    11  Medicine, Philadelphia, for the fiscal year July 1, 1993, to
    12  June 30, 1994, for instruction in the Doctor of Osteopathy
    13  program.
    14     Section 2.  Payments to the Philadelphia College of            <--
    15  Osteopathic Medicine on account of the appropriation provided in
    16  section 1 shall be made quarterly by the Secretary of Education


     1  on the basis of costs during the fiscal year.
     2     SECTION 3.  PAYMENTS TO THE PHILADELPHIA COLLEGE OF            <--
     3  OSTEOPATHIC MEDICINE ON ACCOUNT OF THE APPROPRIATION PROVIDED
     4  IN:
     5         (1)  SECTION 1 SHALL BE MADE IN A LUMP SUM BY THE
     6     SECRETARY OF EDUCATION.
     7         (2)  SECTION 2 SHALL BE MADE QUARTERLY BY THE SECRETARY
     8     OF EDUCATION ON THE BASIS OF COSTS DURING THE FISCAL YEAR.
     9     Section 3 4.  The Philadelphia College of Osteopathic          <--
    10  Medicine shall provide full, complete and accurate information
    11  as may be required by the Department of Education or the
    12  majority chairman or the minority chairman of the Appropriations
    13  Committee of the Senate or the majority chairman or the minority
    14  chairman of the Appropriations Committee of the House of
    15  Representatives.
    16     Section 4 5.  The Philadelphia College of Osteopathic          <--
    17  Medicine shall report its revenues and expenditures and present
    18  its financial statements in accordance with generally accepted
    19  accounting principles and procedures for educational
    20  institutions as set forth in the "Higher Education Finance
    21  Manual (1975)" and the "Commonwealth of Pennsylvania Budget
    22  Instructions for the State System of Higher Education, State-
    23  Related Universities and Non-State-Related Colleges and
    24  Universities."
    25     Section 5.  This act shall take effect July 1, 1993, or        <--
    26  immediately, whichever is later.
    27     SECTION 6.  THE PHILADELPHIA COLLEGE OF OSTEOPATHIC MEDICINE   <--
    28  SHALL REPORT ON FORMS PROVIDED BY THE DEPARTMENT OF EDUCATION TO
    29  BOTH THE MAJORITY AND MINORITY CHAIRS OF THE SENATE AND HOUSE
    30  APPROPRIATIONS COMMITTEES BY SEPTEMBER 30, 1994, ON HOW STATE-

     1  APPROPRIATED FUNDS WERE EXPENDED FOR FISCAL YEAR 1993-1994 TO
     2  REDUCE THE COSTS TO PENNSYLVANIA-RESIDENT STUDENTS OR TO PROVIDE
     3  SERVICES TO PENNSYLVANIA RESIDENTS.
     4     SECTION 7.  THIS ACT SHALL TAKE EFFECT AS FOLLOWS:
     5         (1)  SECTIONS 1 AND 3 OF THIS ACT AND THIS SECTION SHALL
     6     TAKE EFFECT IMMEDIATELY.
     7         (2)  THE REMAINDER OF THIS ACT SHALL TAKE EFFECT JULY 1,
     8     1993, OR IMMEDIATELY, WHICHEVER IS LATER.
