AN ACT
1 Making appropriations to the Thomas Jefferson University,
2 Philadelphia.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 SECTION 1. (A) THE SUM OF $3,041,000 IS HEREBY APPROPRIATED <--
6 TO THE THOMAS JEFFERSON UNIVERSITY, PHILADELPHIA, FOR THE FISCAL
7 YEAR JULY 1, 1992, TO JUNE 30, 1993, FOR INSTRUCTION IN THE
8 DOCTOR OF MEDICINE PROGRAM.
9 (B) THE SUM OF $2,131,000 IS HEREBY APPROPRIATED TO THE
10 THOMAS JEFFERSON UNIVERSITY, PHILADELPHIA, FOR THE FISCAL YEAR
11 JULY 1, 1992, TO JUNE 30, 1993, FOR THE GENERAL MAINTENANCE OF
12 THE THOMAS JEFFERSON UNIVERSITY, INCLUDING THE COLLEGE OF ALLIED
13 HEALTH SCIENCES, STUDENT AID AND CHILDREN'S HEART HOSPITAL.
14 Section 1 2. (a) The sum of $6,082,000 $4,562,000 is hereby <--
15 appropriated to the Thomas Jefferson University, Philadelphia,
16 for the fiscal year July 1, 1993, to June 30, 1994, for
1 instruction in the Doctor of Medicine program.
2 (b) The sum of $4,262,000 $3,097,000 is hereby appropriated <--
3 to the Thomas Jefferson University, Philadelphia, for the fiscal
4 year July 1, 1993, to June 30, 1994, for the general maintenance
5 of the Thomas Jefferson University, including the College of
6 Allied Health Sciences, student aid and Children's Heart
7 Hospital.
8 Section 2 3. Payments to the Thomas Jefferson University on <--
9 account of the appropriations provided in section 1 shall be <--
10 made quarterly by the Secretary of Education on the basis of
11 costs during the fiscal year.: <--
12 (1) SECTION 1 SHALL BE MADE IN A LUMP SUM BY THE
13 SECRETARY OF EDUCATION.
14 (2) SECTION 2 SHALL BE MADE QUARTERLY BY THE SECRETARY
15 OF EDUCATION ON THE BASIS OF COSTS DURING THE FISCAL YEAR.
16 Section 3 4. The Thomas Jefferson University shall provide <--
17 full, complete and accurate information as may be required by
18 the Department of Education or the majority chairman or the
19 minority chairman of the Appropriations Committee of the Senate
20 or the majority chairman or the minority chairman of the
21 Appropriations Committee of the House of Representatives.
22 Section 4 5. The Thomas Jefferson University shall report <--
23 its revenues and expenditures and present its financial
24 statements in accordance with generally accepted accounting
25 principles and procedures for educational institutions as set
26 forth in the "Higher Education Finance Manual (1975)" and the
27 "Commonwealth of Pennsylvania Budget Instructions for the State
28 System of Higher Education, State-Related Universities and Non-
29 State-Related Colleges and Universities."
30 Section 5. This act shall take effect July 1, 1993, or <--

1 immediately, whichever is later.
2 SECTION 6. THE THOMAS JEFFERSON UNIVERSITY SHALL REPORT ON <--
3 FORMS PROVIDED BY THE DEPARTMENT OF EDUCATION TO BOTH THE
4 MAJORITY AND MINORITY CHAIRS OF THE SENATE AND HOUSE
5 APPROPRIATIONS COMMITTEES BY SEPTEMBER 30, 1994, ON HOW STATE-
6 APPROPRIATED FUNDS WERE EXPENDED FOR FISCAL YEAR 1993-1994 TO
7 REDUCE THE COSTS TO PENNSYLVANIA-RESIDENT STUDENTS OR TO PROVIDE
8 SERVICES TO PENNSYLVANIA RESIDENTS.
9 SECTION 7. THIS ACT SHALL TAKE EFFECT AS FOLLOWS:
10 (1) SECTIONS 1 AND 3 OF THIS ACT AND THIS SECTION SHALL
11 TAKE EFFECT IMMEDIATELY.
12 (2) THE REMAINDER OF THIS ACT SHALL TAKE EFFECT JULY 1,
13 1993, OR IMMEDIATELY, WHICHEVER IS LATER.
