AN ACT 1 Making appropriations to the Trustees of the University of 2 Pennsylvania. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 SECTION 1. THE FOLLOWING SUMS, OR AS MUCH THEREOF AS MAY BE <-- 6 NECESSARY, ARE HEREBY APPROPRIATED TO THE TRUSTEES OF THE 7 UNIVERSITY OF PENNSYLVANIA FOR THE FISCAL YEAR JULY 1, 1992, TO 8 JUNE 30, 1993, FOR THE PURPOSES AND IN THE AMOUNTS AS SHOWN: 9 (1) FOR INSTRUCTION, EXCLUDING VETERINARY 10 MEDICINE PROGRAMS AND DOCTOR OF MEDICINE.......... $8,026,000 11 (2) FOR DENTAL CLINICS........................ 515,000 12 (3) FOR INSTRUCTION IN THE DOCTOR OF MEDICINE 13 PROGRAM........................................... 2,218,000 14 (4) FOR INSTRUCTION IN VETERINARY MEDICINE 15 PROGRAMS ONLY..................................... 7,456,000 16 (5) FOR THE NEW BOLTON ANIMAL CENTER.......... 1,894,000

1 (7) FOR FOOD AND ANIMAL CLINICS AND SERVICES.. 1,529,000 2 Section 2 3. Payments to the University of Pennsylvania on <-- 3 account of the appropriations for the items provided in section <-- 4 1 shall be made quarterly by the Secretary of Education on the 5 basis of costs during the fiscal year.: <-- 6 (1) SECTION 1 SHALL BE MADE IN A LUMP SUM PAYMENT BY THE 7 SECRETARY OF EDUCATION. 8 (2) SECTION 2 SHALL BE MADE QUARTERLY BY THE SECRETARY 9 OF EDUCATION ON THE BASIS OF COSTS DURING THE FISCAL YEAR. 10 Section 3 4. The University of Pennsylvania shall provide <-- 11 full, complete and accurate information as may be required by 12 the Department of Education or the majority chairman or the 13 minority chairman of the Appropriations Committee of the Senate 14 or the majority chairman or the minority chairman of the 15 Appropriations Committee of the House of Representatives. 16 Section 4 5. The University of Pennsylvania shall report its <-- 17 revenues and expenditures and present its financial statements 18 in accordance with generally accepted accounting principles and 19 procedures for educational institutions as set forth in the 20 "Higher Education Finance Manual (1975)" and the "Commonwealth 21 of Pennsylvania Budget Instructions for the State System of 22 Higher Education, State-Related Universities and Non-State- 23 Related Colleges and Universities." 24 Section 5. This act shall take effect July 1, 1993, or <-- 25 immediately, whichever is later. 26 SECTION 6. THE TRUSTEES OF THE UNIVERSITY OF PENNSYLVANIA <-- 27 SHALL REPORT ON FORMS PROVIDED BY THE DEPARTMENT OF EDUCATION TO 28 BOTH THE MAJORITY AND MINORITY CHAIRS OF THE SENATE AND HOUSE 29 APPROPRIATIONS COMMITTEES BY SEPTEMBER 30, 1994, ON HOW STATE- 30 APPROPRIATED FUNDS WERE EXPENDED FOR FISCAL YEAR 1993-1994 TO 19930S0758B1353 - 3 -
1 REDUCE THE COSTS TO PENNSYLVANIA-RESIDENT STUDENTS OR TO PROVIDE 2 SERVICES TO PENNSYLVANIA RESIDENTS. 3 SECTION 7. THIS ACT SHALL TAKE EFFECT AS FOLLOWS: 4 (1) SECTIONS 1 AND 3 OF THIS ACT AND THIS SECTION SHALL 5 TAKE EFFECT IMMEDIATELY. 6 (2) THE REMAINDER OF THIS ACT SHALL TAKE EFFECT JULY 1, 7 1993, OR IMMEDIATELY, WHICHEVER IS LATER.
