                                  A RESOLUTION

     1  Designating May 6, 1994, as "55 Alive/Mature Driving Day" in
     2     Pennsylvania.

     3     WHEREAS, The American Association of Retired Persons' (AARP)
     4  founded in 1958, is the Nation's leading nonprofit, nonpartisan
     5  organization that provides a vital fellowship for men and women
     6  age 50 and older whether they are still actively employed,
     7  semiretired or retired; and
     8     WHEREAS, Recognizing the need to help older drivers improve
     9  their skills and prevent traffic accidents, AARP offers to all
    10  motorists age 50 and older the 55 Alive/Mature Driving Program,
    11  an eight-hour classroom refresher course with a comprehensive
    12  curriculum designed especially for the older motorist; and
    13     WHEREAS, AARP's involvement in driver improvement education
    14  for older Americans began in 1969 when in that year the
    15  association commenced teaching the National Safety Council's


     1  (NSC) Defensive Driving Course (DDC) to older Americans
     2  nationwide; and
     3     WHEREAS, Convinced that older drivers should have a training
     4  program of their own, AARP decided to create one; and
     5     WHEREAS, The United States Department of Transportation
     6  evaluated 55 Alive/Mature Driving and found a large and
     7  statistically significant increase in knowledge in the treatment
     8  group that was retrained during the entire evaluation period;
     9  and
    10     WHEREAS, Legislation has been enacted in 33 states, including
    11  Pennsylvania and the District of Columbia, which requires all
    12  automobile insurance companies conducting business in those
    13  states to provide a premium discount to graduates of State-
    14  approved driver improvement courses. AARP's 55 Alive/Mature
    15  Driving Program is approved in every state; therefore be it
    16     RESOLVED, That the House of Representatives designate May 6,
    17  1994, as "55 Alive/Mature Driving Day" in Pennsylvania in
    18  recognition of the major contribution of this program for driver
    19  safety.
