        ADOPTED, NOVEMBER 23, 1993

                            A CONCURRENT RESOLUTION

     1  Memorializing the Congress of the United States to investigate
     2     the financial plight of the self-employed reservists who were
     3     activated for "Operation Desert Storm" and to reconsider
     4     passage of legislation to provide relief.

     5     WHEREAS, Self-employed recalled reservists who are our
     6  farmers, doctors and small business people served with great
     7  distinction during "Operation Desert Storm"; and
     8     WHEREAS, Self-employed recalled reservists contributed to the
     9  readiness, preparedness and combat capability of the coalition
    10  forces that participated in "Operation Desert Storm"; and
    11     WHEREAS, Many self-employed reservists in Pennsylvania and
    12  across the country have found themselves in dire financial
    13  straits as a result of their absence from their businesses
    14  during "Operation Desert Storm"; and
    15     WHEREAS, The effect on these self-employed reservists'
    16  businesses is as disastrous as a flood or other natural
    17  disasters; and

     1     WHEREAS, These individuals are patriotic citizens who
     2  sacrificed much to serve their country and warrant proper
     3  consideration from the government they risked their lives for;
     4  therefore be it
     5     RESOLVED (the Senate concurring), That the General Assembly
     6  of the Commonwealth of Pennsylvania memorialize the Congress of
     7  the United States to seriously consider the plight of these
     8  individuals and identify sources of financial relief for the
     9  damaged businesses of the self-employed reservists; and be it
    10  further
    11     RESOLVED, That the General Assembly memorialize the Congress
    12  of the United States to pass legislation in accordance with
    13  other disaster loan criteria to provide long-term, low-interest
    14  loans to self-employed reservists; and be it further
    15     RESOLVED, That copies of this resolution be transmitted to
    16  the presiding officers of each house of Congress, to each member
    17  of Congress from Pennsylvania, to Senator Dale Bumpers,
    18  Chairman, Senate Committee on Small Business and to
    19  Representative John LaFalce, Chairman, House Committee on Small
    20  Business.
