           FAJT, KAISER, DeWEESE, VAN HORNE, LESCOVITZ, COLAFELLA,
           OLASZ, LAUGHLIN, COLAIZZO, PISTELLA, GIGLIOTTI, GAMBLE,
           MIHALICH, PETTIT, MARKOSEK, PESCI, MICHLOVIC, DeLUCA, COWELL,

        REFERRED TO COMMITTEE ON RULES, MARCH 15, 1993

                                  A RESOLUTION

     1  Urging the Pennsylvania Public Utility Commission to resolve the
     2     issue involving the General Public Utilities and Duquesne
     3     Light Company proposed high voltage power line.

     4     WHEREAS, Seventeen months ago, on September 11, 1991, General
     5  Public Utilities and Duquesne Light Company jointly petitioned
     6  the Pennsylvania Public Utility Commission (PUC) for permission
     7  to site and construct a 268-mile-high voltage transmission line
     8  from Beaver Valley to Harrisburg; and
     9     WHEREAS, Extensive supporting data and maps were provided and
    10  filed with the PUC in compliance with all regulations; and
    11     WHEREAS, To date, over 50 public-input hearings have been
    12  held by the PUC in 14 locations across Pennsylvania; and
    13     WHEREAS, To date, the joint applicants have responded to over
    14  1,300 interrogatories involving over 14,000 pages of
    15  information; and
    16     WHEREAS, To date, 14 days of evidentiary hearings have been
    17  held; and

     1     WHEREAS, To date, several states statutorily impose a nine-
     2  month or a twelve-month requirement to decide all cases before
     3  them; and
     4     WHEREAS, The joint applicants seek to invest $500 million in
     5  improvements in Pennsylvania's infrastructure from the
     6  construction of this line and reactivation of two idled power
     7  plants; and
     8     WHEREAS, Numerous property owners, ratepayers, labor unions,
     9  businesses and joint applicants are anxiously awaiting a
    10  decision; therefore be it
    11     RESOLVED, That the House of Representatives request the PUC
    12  reach a final decision in this matter by either approving or
    13  denying the siting and construction of this transmission line by
    14  December 31, 1993; and be it further
    15     RESOLVED, That the House of Representatives urge Chairman
    16  David W. Rolka, or his appointed designees, to appropriate
    17  whatever resources are available to the PUC to resolve this
    18  matter in a fair, balanced and efficient manner.
