                                     AN ACT

     1  Creating a restricted receipts account for legal services to the
     2     poor; providing for the purpose of the fund, for distribution
     3     and for imposition of fees; and making an appropriation.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6  Section 1.  Short title.
     7     This act shall be known and may be cited as the Legal
     8  Services Act.
     9  Section 2.  Establishment of restricted receipts account.
    10     There is hereby established within the General Fund a
    11  restricted receipts account to be known as the Legal Services
    12  Operating Fund.
    13  Section 3.  Purpose of fund.
    14     All money from the Legal Services Operating Fund shall be
    15  disbursed by the Supreme Court to eligible providers and
    16  dedicated to legal services to poor people in this Commonwealth,
    17  as determined by the court by rule.

     1  Section 4.  Fees.
     2     A fee of $5 shall be imposed upon all first filings in all
     3  civil matters in the courts of common pleas and a fee of $10
     4  shall be imposed upon all first filings in all civil matters in
     5  the Supreme, Superior and Commonwealth Courts. These fees shall
     6  be in addition to other fees authorized to be collected by
     7  statute and shall be dedicated to the purposes permitted for the
     8  Legal Services Operating Fund. Moneys collected shall be paid to
     9  the court imposing the fee, which shall forward them to the
    10  State Treasurer for deposit into the Legal Services Operating
    11  Fund.
    12  Section 5.  Appropriation.
    13     The sum of $1,000,000, or as much thereof as may be
    14  necessary, is hereby appropriated to meet the initial start-up
    15  and operating costs of this act.
    16  Section 6.  Effective date.
    17     This act shall take effect immediately.
