AN ACT
1 Making appropriations to the Thomas Jefferson University,
2 Philadelphia.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. (a) The sum of $5,869,000 is hereby appropriated
6 to the Thomas Jefferson University, Philadelphia, for the fiscal
7 year July 1, 1994, to June 30, 1995, for instruction in the
8 Doctor of Medicine program. OF THIS APPROPRIATION, $100,000 <--
9 SHALL BE ALLOCATED TO THE EDUCATION ADVANCEMENT ALLIANCE FOR A
10 MINORITY HIGHER EDUCATION ENRICHMENT PROGRAM.
11 (b) The sum of $4,113,000 is hereby appropriated to the
12 Thomas Jefferson University, Philadelphia, for the fiscal year
13 July 1, 1994, to June 30, 1995, for the general maintenance of
14 the Thomas Jefferson University, including the College of Allied
15 Health Sciences, student aid and Children's Heart Hospital.
16 Section 2. Payments to the Thomas Jefferson University on
17 account of the appropriations provided in section 1 shall be
1 made quarterly by the Secretary of Education on the basis of
2 costs during the fiscal year. THE SECRETARY OF HEALTH SHALL NOT <--
3 RELEASE MORE THAN THE FIRST QUARTERLY PAYMENT UNTIL SUCH TIME AS
4 THE TRUSTEES OF THE JEFFERSON MEDICAL COLLEGE AND HOSPITAL
5 INCLUDE FIVE MEMBERS APPOINTED BY THE GOVERNOR AND THE GENERAL
6 ASSEMBLY. THE GOVERNOR, THE PRESIDENT PRO TEMPORE OF THE SENATE,
7 THE MINORITY LEADER OF THE SENATE, THE SPEAKER OF THE HOUSE OF
8 REPRESENTATIVES AND THE MINORITY LEADER OF THE HOUSE OF
9 REPRESENTATIVES SHALL EACH, UPON INVITATION BY THE TRUSTEES,
10 APPOINT A NONELECTED OFFICIAL TO SERVE AS A MEMBER OF THE BOARD
11 AND THE TERMS OF OFFICE SHALL BE COTERMINOUS WITH THAT OF THEIR
12 APPOINTING AUTHORITY.
13 Section 3. The Thomas Jefferson University shall provide
14 full, complete and accurate information as may be required by
15 the Department of Education or the chairman or the minority
16 chairman of the Appropriations Committee of the Senate or the
17 chairman or the minority chairman of the Appropriations
18 Committee of the House of Representatives.
19 Section 4. The Thomas Jefferson University shall report its
20 revenues and expenditures and present its financial statements
21 in accordance with generally accepted accounting principles and
22 procedures for educational institutions as set forth in the
23 "Higher Education Finance Manual (1975)" and the "Commonwealth
24 of Pennsylvania Budget Instructions for the State System of
25 Higher Education, State-Related Universities and Non-State-
26 Related Colleges and Universities."
27 Section 5. The trustees of the Thomas Jefferson University
28 shall report on forms provided by the Department of Education to
29 both the chairman and minority chairman of the Appropriations
30 Committee of the Senate and the chairman and minority chairman

1 of the Appropriations Committee of the House of Representatives
2 by September 30, 1995, on how State-appropriated funds were
3 expended for fiscal year 1994-1995 to reduce the costs to
4 Pennsylvania resident students or to provide services to
5 Pennsylvania residents.
6 Section 6. This act shall take effect July 1, 1994, or
7 immediately, whichever is later.
