AN ACT 1 To provide from the General Fund for the expenses of the 2 Executive, Legislative and Judicial Departments of the 3 Commonwealth, the public debt and for the public schools for 4 the fiscal year July 1, 1994, to June 30, 1995, for certain 5 institutions and organizations, and for the payment of bills 6 incurred and remaining unpaid at the close of the fiscal year 7 ending June 30, 1994; to provide appropriations from the 8 State Lottery Fund, the Pennsylvania Economic Revitalization 9 Fund, the Hazardous Material Response Fund, The State Stores 10 Fund, the Milk Marketing Fund, the Home Investment Trust 11 Fund, the Emergency Medical Services Operating Fund, the Ben 12 Franklin/IRC Partnership Fund and the Treasury Payment Fund 13 to the Executive Department; to provide appropriations from 14 the Judicial Computer System Augmentation Account to the 15 Judicial Department; to provide appropriations from the Motor 16 License Fund for the fiscal year July 1, 1994, to June 30, 17 1995, for the proper operation of the several departments of 18 the Commonwealth and the Pennsylvania State Police authorized 19 to spend Motor License Fund moneys; to provide for the 20 appropriation of Federal funds to the Executive and Judicial 21 Departments of the Commonwealth and for the establishment of 22 restricted receipt accounts for the fiscal year July 1, 1994, 23 to June 30, 1995, and for the payment of bills remaining 24 unpaid at the close of the fiscal year ending June 30, 1994; 25 and to provide for the additional appropriation of State and 26 Federal funds to the Executive and Legislative Departments of 27 the Commonwealth for the fiscal year July 1, 1993, to June 28 30, 1994, and for the payment of bills incurred and remaining 29 unpaid at the close of the fiscal year ending June 30, 1993. 30 TABLE OF CONTENTS 31 PART I. Effective date. 9 The General Assembly of the Commonwealth of Pennsylvania 10 hereby enacts as follows: 11 PART I 12 GENERAL PROVISIONS 13 Section 101. Short title.--This act shall be known and may 14 be cited as the General Appropriation Act of 1994. 15 Section 102. Definitions.--The following words and phrases 16 when used in this act shall have the meanings given to them in 17 this section unless the context clearly indicates otherwise: 18 "Employees." Includes all directors, superintendents, bureau 19 or division chiefs, assistant directors, assistant 20 superintendents, assistant chiefs, experts, scientists, 21 engineers, surveyors, draftsmen, accountants, secretaries, 22 auditors, inspectors, examiners, analysts, statisticians, 23 marshals, clerks, stenographers, bookkeepers, messengers and 24 other assistants in any department, board or commission. 25 "Expenses" and "maintenance." Includes all printing, binding 26 and stationery, food and forage, materials and supplies, 27 traveling expenses, training, motor vehicle supplies and 28 repairs, freight, express and cartage, postage, telephones and 29 telegraph rentals and toll charges, newspaper advertising and 30 notices, public advertising by or through any medium, fuel, 19940H2790B3699 - 8 -
1 light, heat, power and water, minor construction and renovation, 2 repairs or reconstruction of equipment, buildings and 3 facilities, rent of real estate and equipment, premiums on 4 workmen's compensation, insurance premiums on policies of 5 liability insurance, insurance premiums on medical payment 6 insurance and surety bonds for volunteer workers, premiums on 7 employee group life insurance and employee and retired employee 8 group hospital and medical insurance, payment of Commonwealth 9 share of Social Security taxes and unemployment compensation 10 costs for State employees, the purchase of replacement or 11 additional equipment and machinery and all other incidental 12 costs and expenses, including payment to the Department of 13 General Services of mileage and other charges for the use of 14 automobiles and rental payments for permanently assigned 15 automobiles and of expenses or costs of services incurred 16 through the Purchasing Fund. The term "expenses" also shall 17 include the medical costs for the treatment of inmates of State 18 institutions when the inmate must be transferred to an outside 19 hospital: Provided, That in no case shall the State institution 20 pay more for patient care than that provided under the State 21 medical assistance program. 22 Section 103. Abbreviations.--The following abbreviations 23 when used in this act shall have the meanings given to them in 24 this section unless the context clearly indicates otherwise: 25 "ADA." State appropriations.--(a) General Fund.--The 10 following sums set forth in this act, or as much thereof as may 11 be necessary, are hereby specifically appropriated from the 12 General Fund to the several hereinafter named agencies of the 13 Executive, Legislative and Judicial Departments of the 14 Commonwealth for the payment of salaries, wages or other 15 compensation and travel expenses of the duly elected or 16 appointed officers and employees of the Commonwealth, for the 17 payment of fees for contractual services rendered, for the 18 purchase or rental of goods and services, printing, public 19 advertising by or through any medium, equipment, land and 20 buildings and for payment of any other expenses, as provided by 21 law or by this act, necessary for the proper conduct of the 22 duties, functions and activities and for the purposes 23 hereinafter set forth for the fiscal year beginning July 1, 24 1994, and for the payment of bills incurred and remaining unpaid 25 at the close of the fiscal year ending June 30, 1994. 26 (b) State Lottery Fund.--The following sums set forth in 27 this act, or as much thereof as may be necessary, are hereby 28 specifically appropriated from the State Lottery Fund to the 29 several hereinafter named agencies of the Executive Department 30 of the Commonwealth for the payment of salaries, wages or other 19940H2790B3699 - 11 -
1 compensation and travel expenses of the duly appointed officers 2 and employees of the Commonwealth, for the payment of fees for 3 contractual services rendered, for the purchase or rental of 4 goods and services and for payment of any other expenses, as 5 provided by law or by this act, necessary for the proper conduct 6 of the duties, functions and activities and for the purposes 7 hereinafter set forth for the fiscal year beginning July 1, 8 1994, and for the payment of bills incurred and remaining unpaid 9 at the close of the fiscal year ending June 30, 1994. 10 (c) Pennsylvania Economic Revitalization Fund.--The 11 following sums set forth in this act, or as much thereof as may 12 be necessary, are hereby specifically appropriated from the 13 Pennsylvania Economic Revitalization Fund to the several 14 hereinafter named agencies of the Executive Department of the 15 Commonwealth for the payment of fees for contractual services 16 rendered, for the purchase or rental of goods and services and 17 for the payment of any other expenses, as provided by law or by 18 this act, necessary for the proper conduct of the duties, 19 functions and activities and for the purposes hereinafter set 20 forth for the fiscal year beginning July 1, 1994, and for the 21 payment of bills incurred and remaining unpaid at the close of 22 the fiscal year ending June 30, 1994. 23 (d) Judicial Computer System Augmentation Account.--The 24 following sums set forth in this act, or as much thereof as may 25 be necessary, are hereby specifically appropriated from the 26 restricted receipt account established within the General Fund, 27 known as the Judicial Computer System Augmentation Account, to 28 the Judicial Department of the Commonwealth for the payment of 29 fees for contractual services rendered, for the purchase or 30 rental of goods and services and for the payment of any other 19940H2790B3699 - 12 -
1 expenses, as provided by law or by this act, necessary for the 2 proper conduct of the duties, functions and activities and for 3 the purposes hereinafter set forth for the fiscal year beginning 4 July 1, 1994, and for the payment of bills incurred and 5 remaining unpaid at the close of the fiscal year ending June 30, 6 1994. 7 (e) Emergency Medical Services Operating Fund.--The 8 following sums set forth in this act, or as much thereof as may 9 be necessary, are hereby specifically appropriated from the 10 Emergency Medical Services Operating Fund to the several 11 hereinafter named agencies of the Executive Department of the 12 Commonwealth for the payment of fees for contractual services 13 rendered, for the purchase or rental of goods and services and 14 for the payment of any other expenses, as provided by law or by 15 this act, necessary for the proper conduct of the duties, 16 functions and activities and for the purposes hereinafter set 17 forth for the fiscal year beginning July 1, 1994, and for the 18 payment of bills incurred and remaining unpaid at the close of 19 the fiscal year ending June 30, 1994. 20 (f) The State Stores Fund.--The following sums set forth in 21 this act, or as much thereof as may be necessary, are hereby 22 specifically appropriated from The State Stores Fund to the 23 hereinafter named agency of the Executive Department of the 24 Commonwealth for the payment of salaries, wages or other 25 compensation and travel expenses of the duly appointed officers 26 and employees of the Commonwealth, for the payment of fees for 27 contractual services rendered, for the purchase or rental of 28 goods and services and for the payment of any other expenses, as 29 provided by law or by this act, necessary for the proper conduct 30 of the duties, functions and activities and for the purposes 19940H2790B3699 - 13 -
1 hereinafter set forth for the fiscal year beginning July 1, 2 1994, and for the payment of bills incurred and remaining unpaid 3 at the close of the fiscal year ending June 30, 1994. 4 (g) Motor License Fund.--The following sums, or as much 5 thereof as may be necessary, are hereby appropriated from the 6 Motor License Fund to the hereinafter named agencies of the 7 Commonwealth for the payment of salaries, wages and other 8 compensation and travel expenses of the duly elected or 9 appointed officers and employees of the Commonwealth, for 10 contractual services and other expenses necessary for the proper 11 conduct of the duties, functions and activities for the purposes 12 hereinafter set forth for the fiscal year beginning July 1, 13 1994, and for the payment of bills incurred and remaining unpaid 14 at the close of the fiscal year ending June 30, 1994. 15 (h) Aviation Restricted Revenue Account.--The following 16 sums, or as much thereof as may be necessary, are hereby 17 appropriated from the Aviation Restricted Revenue Account in the 18 Motor License Fund to the hereinafter named agencies of the 19 Commonwealth for the purposes set forth herein for the fiscal 20 year beginning July 1, 1994, and for the payment of bills 21 incurred and remaining unpaid at the close of the fiscal year 22 ending June 30, 1994. 23 (i) Hazardous Material Response Fund.--The following sums 24 set forth in this act, or as much thereof as may be necessary, 25 are hereby specifically appropriated from the Hazardous Material 26 Response Fund to the several hereinafter named agencies of the 27 Executive Department of the Commonwealth for the payment of fees 28 for contractual services rendered, for the purchase or rental of 29 goods and services and for the payment of any other expenses, as 30 provided by law or by this act, necessary for the proper conduct 19940H2790B3699 - 14 -
1 of the duties, functions and activities and for the purposes 2 hereinafter set forth for the fiscal year beginning July 1, 3 1994, and for the payment of bills incurred and remaining unpaid 4 at the close of the fiscal year ending June 30, 1994. 5 (j) Milk Marketing Fund.--The following sums set forth in 6 this act, or as much thereof as may be necessary, are hereby 7 specifically appropriated from the Milk Marketing Fund to the 8 several hereinafter named agencies of the Executive Department 9 of the Commonwealth for the payment of salaries, wages or other 10 compensation and travel expenses of the duly appointed officers 11 and employees of the Commonwealth, for the payment of fees for 12 contractual services rendered, for the purchase or rental of 13 goods and services and for the payment of any other expenses, as 14 provided by law or by this act, necessary for the proper conduct 15 of the duties, functions and activities and for the purposes 16 hereinafter set forth for the fiscal year beginning July 1, 17 1994, and for the payment of bills incurred and remaining unpaid 18 at the close of the fiscal year ending June 30, 1994. 19 (k) Home Investment Trust Fund.--The following sums set 20 forth in this act, or as much thereof as may be necessary, are 21 hereby specifically appropriated from the Home Investment Trust 22 Fund to the hereinafter named agencies of the Executive 23 Department of the Commonwealth for the payment of salaries, 24 wages or other compensation and travel expenses of the duly 25 appointed officers and employees of the Commonwealth, for the 26 payment of fees for contractual services rendered, for the 27 purchase or rental of goods and services and for the payment of 28 any other expenses, as provided by law or by this act, necessary 29 for the proper conduct of the duties, functions and activities 30 and for the purposes hereinafter set forth for the fiscal year 19940H2790B3699 - 15 -

1 Communities Development Block Grant (SCDBG) is to assist small 2 cities and communities that have a high concentration of 3 impoverished citizens and substandard housing to expand their 4 low and moderate income housing opportunities and to meet 5 community development needs. 6 (c) Community Services Block Grant.--The Community Services 7 Block Grant (CSBG) is to provide a range of services and 8 activities having a measurable and potentially major impact on 9 the causes of poverty in the community or those areas of the 10 community where poverty is a particularly acute problem. In 11 addition, new focus may be placed on the unemployed, both old 12 and new. Local agencies may lower their eligibility requirements 13 for recipients to three months to allow greater flexibility to 14 assure proper consideration of each recipient. 15 (d) Education Consolidation and Improvement Block Grant.-- 16 The Education Consolidation and Improvement Block Grant (ECIBG) 17 will be used for the administration and provision of education 18 programs in accordance with the requirements of the Omnibus 19 Budget Reconciliation Act of 1981 and the 1988-1989 20 reauthorization of ECIA Chapter 2 funds. 21 (e) Preventive Health and Health Services Block Grant.--The 22 Preventive Health and Health Services Block Grant (PHHSBG) is 23 for the provision of preventive health and other health services 24 related to emergency medical systems, health initiative grants, 25 comprehensive public health, hypertension, fluoridation, health 26 education, risk reduction, home health, rape crisis and rodent 27 control. 28 (f) Maternal and Child Health Services Block Grant.--The 29 Maternal and Child Health Services Block Grant (MCHSBG) is to 30 assure mothers and children access to quality maternal and child 19940H2790B3699 - 18 -
1 health services, to reduce infant mortality and the incidence of 2 preventable disease and disabling conditions among children, to 3 provide rehabilitative services for blind and disabled 4 individuals under the age of 16 receiving Supplemental Security 5 Income benefits and to provide medical services for children 6 with disabling conditions. 7 (g) Low-Income Home Energy Assistance Block Grant.--The Low- 8 Income Home Energy Assistance Block Grant (LIHEABG) is to help 9 lessen the impact of the high cost of energy on low-income 10 families and individuals, including energy efficiency grants for 11 low-income dwellings. 12 (h) Social Services Block Grant.--The Social Services Block 13 Grant (SSBG) is for the provision of social services to eligible 14 persons. 15 (i) Child Care and Development Block Grant.--The Child Care 16 and Development Block Grant (CCDBG) is for the provision of 17 direct child care or to increase the availability of child care 18 for low-income families. 19 (j) Mental Health Services Block Grant.--The Mental Health 20 Services Block Grant (MHSBG) provides funds for the provision of 21 services to adults with serious mental illness or children with 22 serious emotional disturbance. 23 (k) Substance Abuse Block Grant.--The Substance Abuse Block 24 Grant (SABG) provides funds to establish and maintain programs 25 to combat alcohol and drug abuse. 26 Section 108. Revenue and receipts.--(a) General Fund.--The 27 General Assembly hereby estimates that $15,788,781,000 in State 28 funds and $7,596,302,000 in Federal funds will be available from 29 the General Fund. Compliance with other law before funds 7 available.--No appropriation made by this part to any 8 department, board, commission or agency of the Executive 9 Department shall be available unless and until the department, 10 board, commission or agency has complied with sections 615 and 11 616 of the act of April 9, 1929 (P.L.177, No.175), known as The 12 Administrative Code of 1929. 13 Section 1543. Contracts prerequisite to encumbering or 14 committing funds.--Funds for the purchase of supplies, materials 15 and equipment shall not be deemed to be committed or encumbered 16 until contracts covering the purchase have been entered into 17 with the vendors. 18 Section 1544. Minority business set-asides.--(a) Each 19 department or other instrumentality of the Commonwealth listed 20 in Subpart B, authorized to contract for buildings, highways, 21 commodities, equipment, supplies or services, shall report to 22 the General Assembly all information pertinent to anticipated 23 procurement needs at the beginning of each fiscal year and each 24 fiscal quarter thereafter. 25 (b) As used in this section, the term "minority business" 26 means a minority business enterprise as defined in the act of 27 July 22, 1974 (P.L.598, No.206), known as the Pennsylvania 28 Minority Business Development Authority Act. 29 Section 1545. 1 part, moneys received in payment for food and household supplies 2 furnished to employees and other persons, except to inmates, by 3 an institution, and moneys received from the proceeds from the 4 sale of any products of the soil, meats, livestock, timber or 5 other materials sold by the department shall be paid into the 6 General Fund and are hereby appropriated out of the General Fund 7 to the several respective institutions for the operation and 8 maintenance of the institution. 9 (b) In addition to the amounts appropriated by this part, 10 all moneys received from any other source, except the Federal 11 Government, as contributions for the programs provided herein or 12 as payment for services or materials furnished by one 13 institution to another, except those collections designated as 14 revenues, shall be paid into the General Fund and are hereby 15 appropriated out of the General Fund for the purposes of the 16 respective appropriations. 17 (c) In addition to any funds specifically appropriated by 18 this part, all moneys received by a department or agency of the 19 Commonwealth from any other source, except the Federal 20 Government, as contributions or supplements to the department or 21 agency for a program or administration of an act included in 22 this part shall be paid into the General Fund and credited to 23 the appropriation for that program or administration of the act. 24 Section 1546. Lapsing of unused funds.--Except as otherwise 25 provided by law, that part of all appropriations in Subpart B 26 unexpended, uncommitted or unencumbered as of June 30, 1994, 27 shall automatically lapse as of that date. 28 Section 1547. Construction with prior appropriation acts.-- 29 Any appropriation in Subpart B of this part which is the same or 30 similar to any appropriation in the act of May 28, 1993 19940H2790B3699 - 210 -
1 (P.L.589, No.1A), known as the General Appropriation Act of 2 1993, shall replace that appropriation. 3 Section 1548. Deduction of expended appropriations under 4 prior law.--Any money that has been appropriated and expended 5 under the act of May 28, 1993 (P.L.589, No.1A), known as the 6 General Appropriation Act of 1993, shall be deducted from the 7 corresponding appropriation in this part. 8 Section 1549. Revision of lapsing periods.--Notwithstanding 9 the provisions of section 1602 of the act of May 28, 1993 10 (P.L.589, No.1A), known as the General Appropriation Act of 11 1993, to the contrary, the appropriation in Part II of that act 12 to the Department of Public Welfare for New Directions shall be 13 a two-year continuing appropriation. 14 PART XVI 15 SPECIAL PROVISIONS FOR FEDERAL FUNDS 16 Section 1601. General Fund repository for Federal funds.-- 17 All moneys received from the Federal Government as contributions 18 or supplements to the departments or agencies of the 19 Commonwealth or the programs herein provided shall be paid into 20 the General Fund. 21 Section 1602. Limitation on encumbering or spending Federal 22 funds.--Federal funds shall be encumbered or spent only to the 23 extent that such funds are estimated as being available during 24 the fiscal year of the Commonwealth. 25 Section 1603. Appropriation of prior unspent Federal 26 funds.--Any Federal money which has been previously appropriated 27 by the General Assembly and authorized or allocated by the 28 Federal Government but remains unspent from prior fiscal years 29 and will not be renewed for fiscal year 1994-1995 is hereby 30 appropriated. 19940H2790B3699 - 211 -
1 Section 1604. Subgrants between Federal fund 2 appropriations.--With the exception of Federal money received 3 under JTPA and SSBG, subgrants may be made between 4 appropriations without further approval of the General Assembly. 5 The Secretary of the Budget shall submit a list of subgrants to 6 the Chairmen of the House and Senate Appropriations Committees 7 quarterly. No subgrant to a State agency, however, may be made 8 from a restricted receipt account without a specific 9 appropriation by the General Assembly. 10 Section 1605. Utilization of emergency Federal funds.--(a) 11 Federal funds available for costs and damages resulting from 12 natural disasters or civil disobedience may be added to an 13 appropriation contained in this act or to funds appropriated or 14 may be used for the purposes prescribed by the Federal 15 Government. 16 (b) In addition to the moneys appropriated by this act, all 17 moneys received from the Federal Government for the purpose of 18 disaster assistance or relief shall be paid into the General 19 Fund and are hereby appropriated out of the General Fund to the 20 departments, boards, commissions or agencies designated by the 21 Governor. 22 (c) In the event of any emergency situation in which the 23 General Assembly cannot act in sufficient time, the Governor is 24 authorized through executive authorization to provide up to 25 $5,000,000 in Federal funds to alleviate the emergency 26 situation. For the purposes of this section, "emergency" is 27 defined as any situation in which there is a chance of or which 28 may result in substantial human suffering. 29 PART XVII 30 MISCELLANEOUS PROVISIONS 19940H2790B3699 - 212 -

Prior laws unaffected.--Except as provided in 2 section 253, this act is not intended to be inconsistent with or 3 to repeal any provision of any act enacted at this or any prior 4 session of the General Assembly regulating the purchase of 5 supplies, the ordering of printing and binding, the purchase, 6 maintenance and use of automobiles, the method of making 7 payments from the State Treasury for any purpose or the 8 functioning of any administrative department, board or 9 commission. 10 Section 1702. Lapsing of unused funds.--(a) Except as 29 otherwise provided by law or in this section, that part of all 30 appropriations in Parts II, III, IV, V, VI, VII, VIII, IX, X, 19940H2790B3699 - 214 -
1 XI, XII and XIII unexpended, uncommitted or unencumbered as of 2 June 30, 1995, shall automatically lapse as of that date. 3 (b) The appropriations in Part II to the Department of 4 Community Affairs for housing and redevelopment assistance and 5 enterprise development shall be two-year continuing 6 appropriations. 7 (c) The appropriations in Part II to the Department of 8 Education for JTPA matching funds and Woodland Hill School 9 District desegregation shall be two-year continuing 10 appropriations. 11 (d) The appropriations in Part II to the Department of 12 Environmental Resources for the Chesapeake Bay Pollution 13 Abatement Program and the black fly control program shall be 14 two-year continuing appropriations. 15 (e) The appropriation in Part II to the Department of 16 General Services for printing of the Pennsylvania Manual shall 17 be a two-year continuing appropriation. 18 (f) The appropriation in Part II to the Pennsylvania Higher 19 Education Assistance Agency for urban and rural loan forgiveness 20 shall be a two-year continuing appropriation. 21 (g) The appropriations in Part II to the Legislative 22 Department shall be continuing appropriations. 23 (h) The appropriation in Part III to the Department of Aging 24 for senior centers shall be a three-year continuing 25 appropriation. 26 (i) The appropriation in Part IV to the Department of 27 Community Affairs for housing and redevelopment economic set- 28 aside shall be a two-year continuing appropriation. 29 (j) The appropriation in Part IV to the Department of Labor 30 and Industry for the Pennsylvania Conservation Corps shall be a 19940H2790B3699 - 215 -
1 two-year continuing appropriation. 2 (k) The appropriation in Part IV to the Department of 3 Commerce for business infrastructure development shall be a two- 4 year continuing appropriation. 5 (l) The appropriations in section 821 of Part VIII for 6 airport development, runway rehabilitation, business airport 7 grants and real estate tax rebate payments shall be two-year 8 continuing appropriations. 9 (m) The appropriation in Part XII to the Industrial Resource 10 Centers shall be a two-year continuing appropriation. 11 Section 1707. Revision of lapse period for fiscal year 1992- 12 1993.--Notwithstanding the provisions of section 1506 of the act 13 of June 30, 1992 (P.L.1859, No.8A), known as the General 14 Appropriation Act of 1992, the appropriation in Part II of that 15 act to the Department of Military Affairs for the Veterans' 16 Memorial Commission shall be a three-year continuing 17 appropriation. 18 Section 1708. Allocation of certain appropriations.--(a) Up 19 to 1% of the appropriations listed in this section may be 20 allocated to the Department of Education to establish, in 21 conjunction with the Department of Health, Department of Labor 22 and Industry and the Department of Public Welfare, community- 23 based family centers. The total which may be allocated is 24 $1,558,000. These funds will be used to match private, Federal 25 or local funds that may become available to support the 26 development of family centers which provide early childhood 27 development and parenting education programs, including 28 parenting projects, and establish information and referral 29 networks with local health care and social service agencies, and 30 job training and employment programs. 1 available for the development of training programs and local 2 governance structures that support the family center objectives. 3 (b) The State appropriations which are subject to this 4 allocation are: 5 (1) The Department of Education: 6 (i) Approved private schools. 7 (ii) Pregnant and Parenting Teenagers. 8 (iii) Dropout Prevention. 9 (iv) Chartered schools. 10 (2) The Department of Health: 11 (i) Supplemental Food Program for Women, Infants and 12 Children. 13 (ii) Maternal and Child Health. 14 (3) The Department of Public Welfare: 15 (i) Early intervention. 16 (ii) Day care. 17 (iii) Mental health services (Living in Family 18 Environments Portion). 19 (iv) County child welfare (Family Preservation and 20 Child Abuse Family Services Portions). 21 Section 1709. Use of residual waste permit fees by 22 Department of Environmental Resources.--All moneys collected for 23 residual waste permit fees by the Department of Environmental 24 Resources during the 1994-1995 fiscal year shall be retained by 25 the department for its use in operating the Residual Waste 26 Program upon approval by the Governor. 27 Section 1710. Transfer from Pennsylvania Capital Loan 28 Fund.--The sum of $15,000,000 is transferred from the 29 Pennsylvania Capital Loan Fund into the Pennsylvania Economic 30 Revitalization Fund. 19940H2790B3699 - 217 -
