                                     AN ACT

     1  Amending Title 23 (Domestic Relations) of the Pennsylvania
     2     Consolidated Statutes, providing for prevention of
     3     abductions; conferring powers and duties on the Department of
     4     Health and the Department of Public Welfare and on State
     5     comptrollers; and making an appropriation.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8     Section 1.  Title 23 of the Pennsylvania Consolidated
     9  Statutes is amended by adding a chapter to read:

    16  § 5701.  Definitions.
    17     The following words and phrases when used in this chapter
    18  shall have the meanings given to them in this section unless the


     1  context clearly indicates otherwise:
     2     "Comptroller."  An individual responsible for issuing
     3  paychecks to employees of the Commonwealth.
     4     "Department."  The Department of Public Welfare of the
     5  Commonwealth.
     6     "Evasive tactics."  Ploys to avoid abduction.
     7     "Missing child."  A minor under 18 years of age:
     8         (1)  who has been reported to a police department as
     9     missing;
    10         (2)  for whom the police department has searched for at
    11     least five days after receiving the report under paragraph
    12     (1); and
    13         (3)  who has not been located.
    14  § 5702.  Evasive tactics.
    15     (a)  Program.--The department shall organize a program to
    16  teach evasive tactics to children under the age of 14. The
    17  department shall make the program available to all public,
    18  private and parochial schools.
    19     (b)  Cooperation.--The Department of Education shall
    20  cooperate with the department in the implementation of
    21  subsection (a).
    22  § 5703.  Missing children.
    23     (a)  Submission of photographs.--
    24         (1)  A police department shall submit to the department a
    25     photograph of each missing child under its jurisdiction.
    26         (2)  The parent or guardian of a missing child may submit
    27     a photograph of the missing child to the department.
    28     (b)  Department.--Each month, for photographs submitted under
    29  subsection (a), the department shall do all of the following:
    30         (1)  Determine if the subject of the photograph is still

     1     a missing child.
     2         (2)  For each determination of a missing child under
     3     paragraph (1), disseminate copies of the photograph to all
     4     comptrollers. The number of copies must be sufficient to
     5     ensure compliance with subsection (c).
     6     (c)  Comptrollers.--With each paycheck issued, a comptroller
     7  shall include a copy of each photograph received under
     8  subsection (b)(2).
     9     Section 2.  The sum of $    , or as much thereof as may be
    10  necessary, is hereby appropriated to the Department of Public
    11  Welfare for the fiscal year July 1, 1993, to June 30, 1994, to
    12  carry out the provisions of this act.
    13     Section 3.  This act shall take effect in 60 days.
