AN ACT 1 Amending the act of April 9, 1929 (P.L.177, No.175), entitled 2 "An act providing for and reorganizing the conduct of the 3 executive and administrative work of the Commonwealth by the 4 Executive Department thereof and the administrative 5 departments, boards, commissions, and officers thereof, 6 including the boards of trustees of State Normal Schools, or 7 Teachers Colleges; abolishing, creating, reorganizing or 8 authorizing the reorganization of certain administrative 9 departments, boards, and commissions; defining the powers and 10 duties of the Governor and other executive and administrative 11 officers, and of the several administrative departments, 12 boards, commissions, and officers; fixing the salaries of the 13 Governor, Lieutenant Governor, and certain other executive 14 and administrative officers; providing for the appointment of 15 certain administrative officers, and of all deputies and 16 other assistants and employes in certain departments, boards, 17 and commissions; and prescribing the manner in which the 18 number and compensation of the deputies and all other 19 assistants and employes of certain departments, boards and 20 commissions shall be determined," providing for Statewide 21 elderly volunteer programs involving work with children; and 22 making an appropriation. 23 The General Assembly of the Commonwealth of Pennsylvania 24 hereby enacts as follows: 25 Section 1. Section 2203-A of the act of April 9, 1929 26 (P.L.177, No.175), known as The Administrative Code of 1929, is
1 amended by adding a clause to read: 2 Section 2203-A. Powers and Duties in General.--(a) The 3 Department of Aging hereinafter referred to in this article as 4 the department shall, subject to any inconsistent provisions in 5 this act contained, have the power and its duty shall be to: 6 * * * 7 (30) Develop a program for the provision of grants to 8 Statewide and local volunteer programs which allow elderly 9 volunteers to work with children in programs, including, but not 10 limited to: 11 (i) Tutoring and assisting children with learning skills. 12 (ii) Working with at-risk youngsters. 13 (iii) Drop-out prevention. 14 (iv) Drug and alcohol education. 15 (v) Working with children with special physical or emotional 16 needs. 17 (vi) Working with teenage parents. 18 The department shall develop criteria for determining 19 eligibility and awarding grants which shall include the success 20 and quality of the program, the degree of interaction with other 21 programs or institutions and the length of time the program has 22 been in existence. 23 * * * 24 Section 2. The sum of $100,000, or as much thereof as may be 25 necessary, is hereby appropriated to the Department of Aging for 26 fiscal year July 1, 1993, to June 30, 1994, for the purpose of 27 making grants under this section. 28 Section 3.
