                                     AN ACT

     1  Amending the act of February 1, 1966 (1965 P.L.1656, No.581),
     2     entitled "An act concerning boroughs, and revising, amending
     3     and consolidating the law relating to boroughs," further
     4     providing for tax levies.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Section 1302(a)(8) and (9) of the act of February
     8  1, 1966 (1965 P.L.1656, No.581), known as The Borough Code,
     9  amended December 17, 1990 (P.L.739, No.184), are amended and the
    10  section is amended by adding clauses to read:
    11     Section 1302.  Tax Levy.--(a)  The council of the borough
    12  shall have power, by ordinance, to levy and collect annually, a
    13  tax, not exceeding thirty mills for general borough purposes,
    14  unless the council by majority action shall, upon due cause
    15  shown by resolution, petition the court of common pleas, in
    16  which case the court may order a rate of not more than five
    17  mills additional to be levied and in addition thereto any of the
    18  following taxes:

     2     (8)  To establish and/or maintain a local library or to
     3  maintain or aid in the maintenance of a local library
     4  established by deed, gift or testamentary provision, for the use
     5  of the residents of the borough, in accordance with the act of
     6  June 14, 1961 (P.L.324, No.188), known as "The Library Code"[.];
     7     (9)  For the purpose of supporting ambulance and rescue
     8  squads serving the borough, not to exceed one-half mill, except
     9  as provided in subsection (e)[.];
    10     (10)  To provide police support services to the borough, not
    11  to exceed five mills;
    12     (11)  For the purpose of providing trash removal services
    13  provided by the borough, not to exceed two mills;
    14     (12)  To provide liability insurance for the borough, not to
    15  exceed two mills.

    17     Section 2.  This act shall take effect in 60 days.
