                               A JOINT RESOLUTION

     1  Proposing an amendment to the Constitution of the Commonwealth
     2     of Pennsylvania, providing for grants for elementary or
     3     secondary education.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby resolves as follows:
     6     Section 1.  The following amendment to the Constitution of
     7  Pennsylvania is proposed in accordance with Article XI:
     8     That sections 15 and 29 of Article III be amended to read:
     9  § 15.  Public school money not available to sectarian schools.
    10     [No] Except as provided in section 29 of this article, no
    11  money raised for the support of the public schools of the
    12  Commonwealth shall be appropriated to or used for the support of
    13  any sectarian school.
    14  § 29.  Appropriations for public assistance, military service,
    15         scholarships.
    16     No appropriation shall be made for charitable, educational or
    17  benevolent purposes to any person or community nor to any


     1  denominational and sectarian institution, corporation or
     2  association: Provided, That appropriations may be made for
     3  pensions or gratuities for military service and to blind persons
     4  21 years of age and upwards and for assistance to mothers having
     5  dependent children and to aged persons without adequate means of
     6  support and in the form of scholarship grants or loans for
     7  higher educational purposes to residents of the Commonwealth
     8  enrolled in institutions of higher learning and for grants for
     9  elementary or secondary education as provided in the act of
    10              (P.L.    , No.    ), known as the Pennsylvania
    11  School Choice Act, except that no scholarship, grants or loans
    12  for higher educational purposes shall be given to persons
    13  enrolled in a theological seminary or school of theology.
