                                     AN ACT

     1  Providing for a Statewide referendum on the question of whether
     2     the Constitution of the Commonwealth of Pennsylvania should
     3     be amended to provide for Statewide initiative and
     4     referendum.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  The Secretary of the Commonwealth shall cause to
     8  be placed on the ballot, at the primary or general election next
     9  following the effective date of this act, a referendum to
    10  determine the will of the electorate of the Commonwealth with
    11  respect to amending the Constitution of the Commonwealth of
    12  Pennsylvania to provide for Statewide initiative and referendum.
    13  The referendum shall be advertised and conducted in accordance
    14  with the provisions of the act of June 3, 1937 (P.L.1333,
    15  No.320), known as the Pennsylvania Election Code.
    16     Section 2.  The question shall be in substantially the
    17  following form:


     1         Shall the Constitution of the Commonwealth of
     2         Pennsylvania be amended to provide that electors have the
     3         following powers:
     4                 (1)  the power to propose laws and amendments to
     5             the Constitution;
     6                 (2)  the power to adopt or reject proposed laws
     7             and amendments to the Constitution; and
     8                 (3)  the power to adopt or reject a statute, or
     9             section or part of a statute, enacted by the General
    10             Assembly?
    11     Section 3.  This act shall take effect immediately.
