Proposing an amendment to the Constitution of the Commonwealth

The General Assembly of the Commonwealth of Pennsylvania

retirement allowances or pension benefits applicable to each
class so created; nor is the General Assembly prohibited from
prospectively altering or qualifying contribution rates or other
factors, retirement allowances or pension benefits for existing
officers or employees prior to the termination of service of
such officers or employees, or from altering or qualifying
