SENATE RESOLUTION

        INTRODUCED BY BORTNER, PUNT, ARMSTRONG, LAVALLE, O'PAKE, LEWIS,
           ANDREZESKI, JONES, SCHWARTZ, FUMO, ROBBINS, HOPPER, CORMAN,
           AFFLERBACH, HELFRICK, STAPLETON, REIBMAN, MUSTO AND PECORA,
           MAY 22, 1992

        REFERRED TO MILITARY AND VETERANS AFFAIRS, MAY 22, 1992

                                  A RESOLUTION

     1  Directing the Joint State Government Commission to create a
     2     bipartisan task force to study methods of aiding the
     3     conversion of Pennsylvania's defense-related industries to
     4     civilian production.

     5     WHEREAS, The United States served as a counterweight to
     6  Soviet imperialism since the end of World War II; and
     7     WHEREAS, The innovation and productivity of the American
     8  defense industries were major contributions to our national
     9  security during the ensuing Cold War; and
    10     WHEREAS, The Cold War ended with the dissolution of the
    11  Soviet Union and the liberation of Eastern Europe, thus
    12  justifying a reduction and redeployment of the United States
    13  Armed Forces; and
    14     WHEREAS, These changes will lead to major reductions in the
    15  defense budget and have an adverse impact on defense-related
    16  industries; and
    17     WHEREAS, The Commonwealth has been a leadership State in the
    18  development and production of defense hardware for the United

     1  States Army, Navy, Air Force and Marine Corps; and
     2     WHEREAS, Defense industries are a major component of
     3  Pennsylvania's economy; and
     4     WHEREAS, The Commonwealth must maintain its rightful role as
     5  a major manufacturer of nondefense goods and services; and
     6     WHEREAS, It must be a priority to maintain the vitality of
     7  these industries and preserve their work forces; therefore be it
     8     RESOLVED, That the Senate direct the Joint State Government
     9  Commission to create a bipartisan task force to study methods of
    10  aiding the conversion of Pennsylvania's defense-related
    11  industries to civilian production; and be it further
    12     RESOLVED, That the task force report as soon as possible its
    13  findings and recommendations, as well as any proposed
    14  legislation, to the General Assembly.
