A CONCURRENT RESOLUTION 1 Memorializing Congress to enact legislation ensuring health care 2 benefits to retired coal miners. 3 WHEREAS, A Federal commission established by former United 4 States Secretary of Labor Elizabeth Dole recommended that 5 Congress adopt legislation to ensure the continued provision of 6 health benefits to retired coal miners who receive such benefits 7 from the United Mineworkers of America (UMWA) Health and 8 Retirement Funds; and 9 WHEREAS, Such legislation, introduced by Senator Jay 10 Rockefeller of West Virginia (S. 1989) and Congressman John 11 Murtha of Pennsylvania (H.R. 4013), would require all companies 12 to pay a fair share of the cost of providing health benefits to 13 their former employees and place an equitable fee on the entire 14 coal industry to pay for the cost of "orphan" retirees who have 15 no company to pay for such benefits; and 16 WHEREAS, Many Pennsylvania residents receive their health 17 care from the UMWA Funds; and
1 WHEREAS, The UMWA Funds currently are experiencing serious 2 financial difficulties; and 3 WHEREAS, The Rockefeller/Murtha legislation has been endorsed 4 by both labor and management in the coal industry; therefore be 5 it 6 RESOLVED (the Senate concurring), That the General Assembly 7 of the Commonwealth of Pennsylvania strongly support S. 1989 and 8 H.R. 4013 and urge Congress to enact them into law; and be it 9 further 10 RESOLVED, That copies of this resolution be transmitted to 11 the presiding officers of each house of Congress and to each 12 member of Congress from Pennsylvania.
