A RESOLUTION 1 Directing the House Conservation Committee to investigate 2 recycling programs and report its findings to the House of 3 Representatives. 4 WHEREAS, Under the provisions of the act of July 28, 1988 5 (P.L.556, No.101), known as the Municipal Waste Planning, 6 Recycling and Waste Reduction Act, many Pennsylvania 7 municipalities have instituted recycling programs; and 8 WHEREAS, A large number of municipalities have expressed 9 concern over the costs of their programs due to depressed 10 marketing conditions for their recyclable items; and 11 WHEREAS, Prices for a number of recyclable items have dropped 12 considerably since recycling began in this Commonwealth; and 13 WHEREAS, Some municipalities have resorted to consigning 14 recyclable items to landfills rather than let large quantities 15 accumulate; therefore be it 16 RESOLVED, That the House Conservation Committee investigate 17 the effectiveness of Pennsylvania's recycling program, 18 including, but not limited to: market conditions; results of a
1 study by the Department of Environmental Resources concerning 2 information disseminated to communities regarding the most 3 desirable recyclable items; cost effectiveness of recycling 4 programs; and be it further 5 RESOLVED, That the committee may hold public hearings, take 6 testimony and make its investigations at such places as it deems 7 necessary in this Commonwealth. Each member of the committee 8 shall have power to administer oaths and affirmations to 9 witnesses appearing before the committee; and be it further 10 RESOLVED, That the committee make a report of its findings 11 and recommendations to the House of Representatives within six 12 months.
