        ADOPTED, OCTOBER 7, 1991

                                  A RESOLUTION

     1  Memorializing the President and the Congress of the United
     2     States to extend benefits to Americans who have or will have
     3     exhausted their current unemployment benefits.

     4     WHEREAS, The Congress of the United States has passed, by a
     5  veto proof margin, H.R.3201, the "Emergency Unemployment
     6  Compensation Act of 1991," which would provide extended benefits
     7  for unemployed persons who exhaust their benefits between April
     8  1, 1991, and July 4, 1992; and
     9     WHEREAS, The Pennsylvania Department of Labor and Industry
    10  has estimated that H.R.3201 would provide an additional seven
    11  weeks of emergency unemployment benefits to approximately
    12  168,000 Pennsylvania workers over the life of the program; and
    13     WHEREAS, The Federal Extended Unemployment Compensation
    14  Account currently has a balance of $8 billion which is adequate
    15  to fund the $6.4 billion estimated cost of H.R.3201; and

     1     WHEREAS, The President has signed H.R.3201 but refused to
     2  release the funds, effectively nullifying the act; and
     3     WHEREAS, Congress has once passed legislation in the form of
     4  S.1722 to provide extending benefits to the 168,000
     5  Pennsylvanians who have or are expected to exhaust their regular
     6  unemployment compensation benefits and to millions of America's
     7  other unemployed workers; therefore be it
     8     RESOLVED, That the House of Representatives of the
     9  Commonwealth of Pennsylvania call upon the President to sign
    10  S.1722 and make the funds available to help the 168,000
    11  Pennsylvanians who need the extended unemployment compensation
    12  benefits by declaring it "Emergency Legislation"; and be it
    13  further
    14     RESOLVED, That, should the President use his veto on S.1722,
    15  the House of Representatives call on Congress to override any
    16  such veto in order to insure the funding of extended
    17  unemployment compensation benefits to millions of America's
    18  unemployed workers; and be it further
    19     RESOLVED, That copies of this resolution be transmitted to
    20  the President of the United States, the President pro tempore of
    21  the United States Senate, the Speaker of the United States House
    22  of Representatives and to each member of Congress from
    23  Pennsylvania.
