        INTRODUCED BY JAMES, ROBINSON, TIGUE, WILLIAMS, PISTELLA,
           JOSEPHS, KOSINSKI, HARPER, LINTON, STEELMAN, SAURMAN, ITKIN,
           ROEBUCK, HAYDEN, MELIO, DeLUCA, HUGHES, ACOSTA, OLIVER,
           TRELLO, STABACK, MICHLOVIC, BISHOP AND THOMAS, JULY 24, 1991

        REFERRED TO COMMITTEE ON RULES, JULY 24, 1991

                                  A RESOLUTION

     1  Commending the Philadelphia Anti-Drug/Anti-Violence Network for
     2     its successful "Turn in Guns Initiative."

     3     WHEREAS, Philadelphia Anti-Drug/Anti-Violence Network (PAAN)
     4  is a nonprofit organization, composed largely of community
     5  conscious individuals, that mediates neighborhood violence and
     6  helps community groups organize to fight drugs and other
     7  problems; and
     8     WHEREAS, During July 8 through 21, 1991, PAAN organized a
     9  campaign to encourage people to turn in guns; and
    10     WHEREAS, Gun violence has become a daily part of life in the
    11  communities of this city, often claiming the lives of young and
    12  innocent children; and
    13     WHEREAS, Every gun surrendered is a tremendous victory for a
    14  community; and
    15     WHEREAS, The "Turn in Guns Initiative" has resulted in the
    16  collection of 1,045 guns; and
    17     WHEREAS, PAAN executive director James Mills and project

     1  coordinator Horace Small have achieved great success with the
     2  campaign; and
     3     WHEREAS, The mayor, police commissioner and people of
     4  Philadelphia have supported the program; therefore be it
     5     RESOLVED, That the House of Representatives commend the
     6  Philadelphia Anti-Drug/Anti-Violence Network and its head James
     7  Mills and staff for its successful "Turn in Guns Initiative";
     8  and be it further
     9     RESOLVED, That a copy of this resolution be transmitted to
    10  the headquarters of the Philadelphia Anti-Drug/Anti-Violence
    11  Network.
