        REFERRED TO COMMITTEE ON RULES, JUNE 12, 1991

                                  A RESOLUTION

     1  Establishing a select committee of the House of Representatives
     2     to study the shared ride program to determine the cause of
     3     recent problems in its operation and recommend means of
     4     improving the services provided by the program.

     5     WHEREAS, The manner of operation of the shared ride program
     6  established under the act of January 22, 1968 (P.L.42, No.8),
     7  known as the Pennsylvania Urban Mass Transportation Law, was
     8  reorganized on or about April 15, 1991; and
     9     WHEREAS, From that date many complaints have been received by
    10  members regarding problems with the service now being provided,
    11  including complaints with respect to the telephone service,
    12  computer programming and inexperienced drivers unfamiliar with
    13  the areas in which they serve; and
    14     WHEREAS, The problems complained of have resulted in a 50%
    15  reduction in ridership as compared with ridership prior to the
    16  reorganization; therefore be it
    17     RESOLVED, That a select committee consisting of three members
    18  of the House of Representatives, two members to be appointed by

     1  the Majority Leader of the House of Representatives and one
     2  member by the Minority Leader of the House of Representatives,
     3  be empowered to investigate the causes of the deterioration of
     4  the level of service provided under the shared ride program,
     5  including review of the organization and management of the
     6  program and the persons and companies contracted to provide
     7  services under the program, and to recommend to the House of
     8  Representatives improvements which could be legislated into the
     9  program.
