A RESOLUTION 1 Designating September 27, 1991, as "Voter Awareness Day." 2 WHEREAS, A democracy is dependent upon an educated, informed 3 and active electorate; and 4 WHEREAS, Fifty million people in the United States are 5 eligible to vote but are unregistered; and 6 WHEREAS, The percentage of Americans voting has declined 7 steadily in the past 30 years and voter apathy is cited as the 8 greatest contributing factor; and 9 WHEREAS, In the last presidential election, barely more than 10 50% of the voting age populace voted; and 11 WHEREAS, A voter awareness day places special emphasis on the 12 importance of voting and registering to vote; therefore be it
