A RESOLUTION 1 Encouraging the State Civil Service Commission to give top 2 priority to those State employees who are displaced due to 3 the State's budget cuts and cost containment measures for 4 positions that become open if those employees meet the 5 requirements for those positions. 6 WHEREAS, On January 7, 1991, the Administration ordered 7 sweeping budget cuts and called for cost containment measures; 8 and 9 WHEREAS, The budget cuts and cost containment measures will 10 reduce the State spending by $731 million in the 1990-1991 11 fiscal year; and 12 WHEREAS, The budget cuts and cost containment measures 13 include personnel cost reductions estimated to save $38 million; 14 and 15 WHEREAS, Contained within the personnel cost reductions are 16 the elimination of 2,000 State employees which will save 17 approximately $15 million; and 18 WHEREAS, These cost saving measures are across the board 19 affecting both labor and management; and
1 WHEREAS, The Commonwealth has invested substantial amounts of 2 money and training on these displaced workers; and 3 WHEREAS, Training new employees for State employment will 4 cost the Commonwealth substantial amounts of money; therefore be 5 it 6 RESOLVED, That the House of Representatives request the State 7 Civil Service Commission to keep accurate records of those 8 employees who are displaced due to the Administration's budget 9 cuts and cost containment measures; and be it further 10 RESOLVED, That the House of Representatives strongly 11 encourage the State Civil Service Commission to give top 12 priority to those State employees who are displaced due to the 13 State's budget cuts and cost containment measures for positions 14 that become open if those employees meet the requirements for 15 those positions.
