AN ACT 1 Amending the act of July 15, 1976 (P.L.1036, No.208), entitled, 2 as amended, "An act authorizing the indebtedness, with the 3 approval of the electors, of fifty million dollars for loans 4 to volunteer fire companies, volunteer ambulance services and 5 volunteer rescue squads for the purpose of establishing or 6 modernizing facilities to house fire fighting apparatus 7 equipment, ambulances, and rescue vehicles, and for 8 purchasing new fire fighting apparatus equipment, ambulances, 9 and rescue vehicles, protective and communications equipment, 10 and any other accessory equipment necessary for the proper 11 performance of such organizations' duties," further providing 12 for the Volunteer Companies Loan Fund. 13 The General Assembly of the Commonwealth of Pennsylvania 14 hereby enacts as follows: 15 Section 1. Section 5 of the act of July 15, 1976 (P.L.1036, 16 No.208), known as the Volunteer Fire Company, Ambulance Service 17 and Rescue Squad Assistance Act, is amended to read: 18 Section 5. Volunteer Companies Loan Fund.--(a) There is 19 hereby created a special fund in the Treasury Department to be 20 known as the "Volunteer Companies Loan Fund" to which shall be
1 credited all appropriations made by the General Assembly [other 2 than appropriations for expenses of administering this act] or 3 grants from other sources to the department as well as repayment 4 of principal and interest on loans made pursuant to this act. 5 (b) Upon approval of the loan, the department shall 6 routinely requisition from the Volunteer Companies Loan Fund 7 such amounts as shall be allocated by the department for loans 8 to volunteer companies. When and as the amounts so allocated by 9 the department as loans to volunteer companies are repaid to the 10 department pursuant to the terms of the agreements made and 11 entered into with the department, the department shall pay such 12 amounts into the Volunteer Companies Loan Fund, it being the 13 intent of this act that the Volunteer Companies Loan Fund shall 14 operate as a revolving fund whereby all appropriations and 15 payments made thereto may be applied and reapplied to the 16 purposes of this act. The Volunteer Companies Loan Fund may also 17 be used to augment the State Fire Commissioner's annual State 18 appropriation to pay the administrative and personnel costs for 19 administering the Pennsylvania Volunteer Loan Assistance Program 20 not to exceed $300,000 the first year and adjusted annually 21 thereafter to incorporate State employee general pay increases 22 and increases in operating costs based on the Consumer Price 23 Index for All Urban Consumers published by the United States 24 Department of Labor. These program management and operating 25 costs shall be paid out of interest earned on existing loans and 26 not from the proceeds of bond sales. 27 Section 2.
