                                     AN ACT

     1  Making an appropriation to the Franklin Institute Science
     2     Museum.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  The sum of $531,000 is hereby appropriated to the
     6  Franklin Institute Science Museum, Philadelphia, for the fiscal
     7  year July 1, 1992, to June 30, 1993, for the maintenance of the
     8  institute. No part of this appropriation shall be used in
     9  support of the institute's research laboratories.
    10     Section 2.  Payments to the Franklin Institute Science Museum
    11  on account of the appropriation provided in section 1 shall be
    12  made quarterly by the Executive Director of the Pennsylvania
    13  Historical and Museum Commission.
    14     Section 3.  The Franklin Institute Science Museum shall
    15  provide full, complete and accurate information as may be
    16  required by the Pennsylvania Historical and Museum Commission or
    17  the Majority Chairman or the Minority Chairman of the


     1  Appropriations Committee of the Senate or the Majority Chairman
     2  or the Minority Chairman of the Appropriations Committee of the
     3  House of Representatives.
     4     Section 4.  No funds from an appropriation made by this act
     5  shall be made available for expenditure after October 1, 1992,
     6  unless a good faith effort, as prescribed by the Department of
     7  Public Welfare, has been made to hire welfare clients for new
     8  jobs created as a result of the State appropriations. No
     9  existing employees or employees on unemployment compensation are
    10  to be displaced by this effort. A report detailing these efforts
    11  is to be submitted to the Department of Public Welfare by
    12  September 15, 1992. The Department of Public Welfare shall give
    13  written notification of compliance to the State Treasurer.
    14     Section 5.  This act shall take effect July 1, 1992, or
    15  immediately, whichever is later.
