AN ACT 1 Establishing the Council of Pennsylvania Alarm Systems Providers 2 within the Department of State. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. Definitions. 6 The following words and phrases when used in this act shall 7 have the meanings given to them in this section unless the 8 context clearly indicates otherwise: 9 "Council." The Council of Pennsylvania Alarm Systems 10 Providers established under section 2. 11 Section 2. Council. 12 There is hereby established the Council of Pennsylvania Alarm 13 Systems Providers within the Department of State. 14 Section 3. Purpose. 15 The council shall license and oversee the operations of alarm 16 systems providers which operate in this Commonwealth. 17 Section 4. Membership.
1 The council shall consist of the following members: 2 (1) The Attorney General or a designated appointee. 3 (2) The Secretary of Health or a designated appointee. 4 (3) Five members who shall be appointed by the Governor 5 and who shall represent different alarm systems providers in 6 this Commonwealth. 7 Section 5. Duties. 8 The council shall have the power and its duty shall be to: 9 (1) License alarm systems providers which operate in 10 this Commonwealth. 11 (2) Review all pertinent matters which affect alarm 12 systems providers which operate in this Commonwealth. 13 (3) Issue and promulgate regulations which shall govern 14 the conduct of alarm systems providers which operate in this 15 Commonwealth. 16 (4) Suspend or revoke the license of any alarm systems 17 provider, which operates in this Commonwealth, or issue any 18 other type of reprimand, which the council deems appropriate, 19 when the alarm systems provider engages in conduct which is 20 proven to be a violation of State law or regulations and 21 guidelines promulgated by the council. 22 (5) Investigate concerns of alleged abuses by alarm 23 systems providers in this Commonwealth and suggest 24 appropriate legal or other action to take. 25 Section 6.
