                                     AN ACT

     1  Amending Title 66 (Public Utilities) of the Pennsylvania
     2     Consolidated Statutes, further regulating the authority of
     3     the Pennsylvania Public Utility Commission to approve certain
     4     electric transmission lines.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Title 66 of the Pennsylvania Consolidated
     8  Statutes is amended by adding a section to read:
     9  § 529.  Limitation on approval of certain high power
    10             transmission lines.
    11     (a)  General rule.--Except as provided in subsection (b), the
    12  commission shall not, for a period of three years after the
    13  effective date of this section, approve the siting or
    14  construction of any high power 500 kilovolt transmission line
    15  within this Commonwealth.
    16     (b)  Exception.--The provisions of subsection (a) shall not
    17  apply after certification by the Pennsylvania Department of
    18  Health or the Federal Environmental Protection Agency of


     1  scientific studies which conclusively prove that the
     2  electromagnetic field resulting from high power transmission
     3  lines has no adverse health effects upon humans, animals or
     4  vegetation located in or along the power line right-of-way.
     5     Section 2.  This act shall apply to all applications for
     6  approval filed on or after April 1, 1991.
     7     Section 3.  This act shall take effect immediately.
