                                     AN ACT

     1  Making an appropriation to the Pennsylvania College of
     2     Optometry, Philadelphia.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  The sum of $1,247,000 is hereby appropriated to
     6  the Pennsylvania College of Optometry, Philadelphia, for the
     7  fiscal year July 1, 1991, to June 30, 1992, for instruction. The
     8  final payment totaling no less than 25% of this appropriation is
     9  contingent on the Secretary of Education certifying to the
    10  General Assembly that the Pennsylvania College of Optometry has
    11  fully cooperated in the Department of Education's efforts to
    12  fulfill the requirements of the higher education accountability
    13  appropriation to the Department of Education.
    14     Section 2.  Payments to the Pennsylvania College of Optometry
    15  on account of the appropriation provided in section 1 shall be
    16  made quarterly by the Secretary of Education on the basis of
    17  costs during the fiscal year.


     1     Section 3.  The Pennsylvania College of Optometry shall
     2  provide full, complete and accurate information as may be
     3  required by the Department of Education or the Majority Chairman
     4  or the Minority Chairman of the Appropriations Committee of the
     5  Senate or the Majority Chairman or the Minority Chairman of the
     6  Appropriations Committee of the House of Representatives.
     7     Section 4.  The Pennsylvania College of Optometry shall
     8  report its revenues and expenditures and present its financial
     9  statements in accordance with generally accepted accounting
    10  principles and procedures for educational institutions as set
    11  forth in the "Higher Education Finance Manual (1975)" and the
    12  "Commonwealth of Pennsylvania Budget Instructions for the State
    13  System of Higher Education, State-Related Universities and Non-
    14  State-Related Colleges and Universities."
    15     Section 5.  This act shall take effect July 1, 1991, or
    16  immediately, whichever is later.
