                                     AN ACT

     1  Making an appropriation to the University of the Arts,
     2     Philadelphia.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  The sum of $840,000 is hereby appropriated to the
     6  University of the Arts, Philadelphia, for the fiscal year July
     7  1, 1991, to June 30, 1992, for instruction and student aid. The
     8  final payment totaling no less than 25% of this appropriation is
     9  contingent on the Secretary of Education certifying to the
    10  General Assembly that the University of the Arts has fully
    11  cooperated in the Department of Education's efforts to fulfill
    12  the requirements of the higher education accountability
    13  appropriation to the Department of Education.
    14     Section 2.  Payments to the University of the Arts on account
    15  of the appropriation provided in section 1 shall be made by the
    16  Secretary of Education in equal quarterly payments.
    17     Section 3.  The University of the Arts shall provide full,


     1  complete and accurate information as may be required by the
     2  Department of Education or the Majority Chairman or the Minority
     3  Chairman of the Appropriations Committee of the Senate or the
     4  Majority Chairman or the Minority Chairman of the Appropriations
     5  Committee of the House of Representatives.
     6     Section 4.  The University of the Arts shall report its
     7  revenues and expenditures and present its financial statement in
     8  accordance with generally accepted accounting principles and
     9  procedures for educational institutions as set forth in the
    10  "Higher Education Finance Manual (1975)" and the "Commonwealth
    11  of Pennsylvania Budget Instructions for the State System of
    12  Higher Education, State-Related Universities and Non-State-
    13  Related Colleges and Universities."
    14     Section 5.  This act shall take effect July 1, 1991, or
    15  immediately, whichever is later.
