                                     AN ACT

     1  Making appropriations to The Medical College of Pennsylvania,
     2     East Falls, Philadelphia.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  The sum of $2,650,000 is hereby appropriated to
     6  The Medical College of Pennsylvania located in East Falls,
     7  Philadelphia, for the fiscal year July 1, 1991, to June 30,
     8  1992, for instruction in the Doctor of Medicine program. The
     9  final payment totaling no less than 25% of this appropriation is
    10  contingent on the Secretary of Education certifying to the
    11  General Assembly that The Medical College of Pennsylvania has
    12  fully cooperated in the Department of Education's efforts to
    13  fulfill the requirements of the higher education accountability
    14  appropriation to the Department of Education.
    15     Section 2.  The sum of $734,000 is hereby appropriated to The
    16  Medical College of Pennsylvania, Philadelphia, for the fiscal
    17  year July 1, 1991, to June 30, 1992, for the general maintenance


     1  of The Medical College of Pennsylvania, including the School of
     2  Allied Health, and student aid.
     3     Section 3.  Payments to The Medical College of Pennsylvania
     4  on account of the appropriations provided in sections 1 and 2
     5  shall be made quarterly by the Secretary of Education on the
     6  basis of costs during the fiscal year.
     7     Section 4.  The Medical College of Pennsylvania shall provide
     8  full, complete and accurate information as may be required by
     9  the Department of Education or the Majority Chairman or the
    10  Minority Chairman of the Appropriations Committee of the Senate
    11  or the Majority Chairman or the Minority Chairman of the
    12  Appropriations Committee of the House of Representatives.
    13     Section 5.  The Medical College of Pennsylvania shall report
    14  its revenues and expenditures and present its financial
    15  statements in accordance with generally accepted accounting
    16  principles and procedures for educational institutions as set
    17  forth in the "Higher Education Finance Manual (1975)" and the
    18  "Commonwealth of Pennsylvania Budget Instructions for the State
    19  System of Higher Education, State-Related Universities and Non-
    20  State-Related Colleges and Universities."
    21     Section 6.  This act shall take effect July 1, 1991, or
    22  immediately, whichever is later.
