AN ACT 1 Making appropriations to the Thomas Jefferson University, 2 Philadelphia. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. (a) The sum of $4,727,000 is hereby appropriated 6 to the Thomas Jefferson University, Philadelphia, for the fiscal 7 year July 1, 1991, to June 30, 1992, for instruction in the 8 Doctor of Medicine program. The final payment totaling no less 9 than 25% of this appropriation is contingent on the Secretary of 10 Education certifying to the General Assembly that the Thomas 11 Jefferson University has fully cooperated in the Department of 12 Education's efforts to fulfill the requirements of the higher 13 education accountability appropriation to the Department of 14 Education. 15 (b) The sum of $3,313,000 is hereby appropriated to the 16 Thomas Jefferson University, Philadelphia, for the fiscal year 17 July 1, 1991, to June 30, 1992, for the general maintenance of
1 the Thomas Jefferson University, including the College of Allied 2 Health Sciences, student aid and Children's Heart Hospital. 3 Section 2. Payments to the Thomas Jefferson University on 4 account of the appropriations provided in section 1 shall be 5 made quarterly by the Secretary of Education on the basis of 6 costs during the fiscal year. 7 Section 3. The Thomas Jefferson University shall provide 8 full, complete and accurate information as may be required by 9 the Department of Education or the Majority Chairman or the 10 Minority Chairman of the Appropriations Committee of the Senate 11 or the Majority Chairman or the Minority Chairman of the 12 Appropriations Committee of the House of Representatives. 13 Section 4. The Thomas Jefferson University shall report its 14 revenues and expenditures and present its financial statements 15 in accordance with generally accepted accounting principles and 16 procedures for educational institutions as set forth in the 17 "Higher Education Finance Manual (1975)" and the "Commonwealth 18 of Pennsylvania Budget Instructions for the State System of 19 Higher Education, State-Related Universities and Non-State- 20 Related Colleges and Universities." 21 Section 5.
