AN ACT
1 Making appropriations to the Trustees of the University of
2 Pennsylvania.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. (a) The following sums, or as much thereof as
6 may be necessary, are hereby appropriated to the Trustees of the
7 University of Pennsylvania for the fiscal year July 1, 1991, to
8 June 30, 1992, for the purposes and in the amounts as shown:
9 (1) For instruction, excluding Veterinary
10 Medicine programs and Doctor of Medicine.......... $12,475,000
11 (2) For dental clinics........................ 800,000
12 (3) For instruction in the Doctor of Medicine
13 program........................................... 3,447,000
14 (4) For instruction in Veterinary Medicine
15 programs only..................................... 8,005,000
16 (5) For the New Bolton Animal Center.......... 3,924,000
17 (6) For the Center for Animal Health and
1 Productivity...................................... 1,290,000
2 (7) For food and animal clinics and services.. 2,113,000
3 (b) The final payment totaling no less than 25% of the
4 appropriation in subsection (a)(1) is contingent on the
5 Secretary of Education certifying to the General Assembly that
6 the University of Pennsylvania has fully cooperated in the
7 Department of Education's efforts to fulfill the requirements of
8 the higher education accountability appropriation to the
9 Department of Education.
10 Section 2. Payments to the University of Pennsylvania on
11 account of the appropriations for the items provided in section
12 1 shall be made quarterly by the Secretary of Education on the
13 basis of costs during the fiscal year.
14 Section 3. The University of Pennsylvania shall provide
15 full, complete and accurate information as may be required by
16 the Department of Education or the Majority Chairman or the
17 Minority Chairman of the Appropriations Committee of the Senate
18 or the Majority Chairman or the Minority Chairman of the
19 Appropriations Committee of the House of Representatives.
20 Section 4. The University of Pennsylvania shall report its
21 revenues and expenditures and present its financial statements
22 in accordance with generally accepted accounting principles and
23 procedures for educational institutions as set forth in the
24 "Higher Education Finance Manual (1975)" and the "Commonwealth
25 of Pennsylvania Budget Instructions for the State System of
26 Higher Education, State-Related Universities and Non-State-
27 Related Colleges and Universities."
28 Section 5. This act shall take effect July 1, 1991, or
29 immediately, whichever is later.
