                                     AN ACT

     1  Amending the act of April 9, 1929 (P.L.177, No.175), entitled
     2     "An act providing for and reorganizing the conduct of the
     3     executive and administrative work of the Commonwealth by the
     4     Executive Department thereof and the administrative
     5     departments, boards, commissions, and officers thereof,
     6     including the boards of trustees of State Normal Schools, or
     7     Teachers Colleges; abolishing, creating, reorganizing or
     8     authorizing the reorganization of certain administrative
     9     departments, boards, and commissions; defining the powers and
    10     duties of the Governor and other executive and administrative
    11     officers, and of the several administrative departments,
    12     boards, commissions, and officers; fixing the salaries of the
    13     Governor, Lieutenant Governor, and certain other executive
    14     and administrative officers; providing for the appointment of
    15     certain administrative officers, and of all deputies and
    16     other assistants and employes in certain departments, boards,
    17     and commissions; and prescribing the manner in which the
    18     number and compensation of the deputies and all other
    19     assistants and employes of certain departments, boards and
    20     commissions shall be determined," further providing for
    21     budget procedures.

    22     The General Assembly of the Commonwealth of Pennsylvania
    23  hereby enacts as follows:
    24     Section 1.  Section 613 of the act of April 9, 1929 (P.L.177,
    25  No.175), known as The Administrative Code of 1929, is amended by
    26  adding a clause to read:
    27     Section 613.  Submission of Budget to General Assembly.--As

     1  soon as possible after the organization of the General Assembly,
     2  but not later than the first full week in February of each year,
     3  except in the case where a Governor has been elected for his
     4  first term of office and then no later than the first full week
     5  in March, the Governor shall submit to the General Assembly
     6  copies of agency budget requests and a State budget and program
     7  and financial plan embracing:

     9     (5)  (i)  The House and Senate standing committees on
    10  appropriations shall report to their respective chambers the
    11  budget bill or series of bills for full debate by May 15 of each
    12  year. All committee consideration, including committees on
    13  conference if necessary, shall be subject to the provisions of
    14  the act of July 3, 1986 (P.L.388, No.84), known as the Sunshine
    15  Act.
    16     (ii)  The final budget legislation is to be signed by the
    17  Governor not later than June 15. If the budget is not signed by
    18  the beginning of the next fiscal year, the budget from the
    19  previous fiscal year with no changes shall be deemed to have
    20  been adopted by the next fiscal year until such time as the
    21  actual budget legislation is adopted.
    22     Section 2.  This act shall take effect immediately.
