                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, providing for notifying drivers of suspensions by
     3     certified mail; requiring drivers to return suspended
     4     driver's licenses in person or by certified mail; and
     5     increasing the fee for reinstatement of a suspended driver's
     6     license.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  Sections 1533, 1540(b) and 1960 of Title 75 of
    10  the Pennsylvania Consolidated Statutes are amended to read:
    11  § 1533.  Suspension of operating privilege for failure to
    12             respond to citation.
    13     The department shall suspend the operating privilege of any
    14  person who has failed to respond to a citation to appear before
    15  a court of competent jurisdiction of this Commonwealth or of any
    16  state for violation of this title, other than parking, upon

     1  being duly notified [in accordance with general rules] by
     2  certified mail. There shall be 15 days to respond to such
     3  notification before suspension is imposed. The suspension shall
     4  be for an indefinite period until such person shall respond and
     5  pay any fines and penalties imposed. Such suspension shall be in
     6  addition to the requirement of withholding renewal or
     7  reinstatement of a violator's driver's license as prescribed in
     8  section 1503(c) (relating to persons ineligible for licensing).
     9  § 1540.  Surrender of license.

    11     (b)  Suspension [or], revocation or disqualification of
    12  operating privilege.--Upon the suspension or revocation of the
    13  operating privilege or the disqualification of the commercial
    14  operating privilege of any person by the department, the
    15  department shall forthwith notify the person [in writing] by
    16  certified mail at the address of record to surrender his
    17  driver's license to the department for the term of suspension
    18  [or], revocation or disqualification. The suspension [or] ,
    19  revocation or disqualification shall be effective upon a date
    20  determined by the department or the date of surrender of the
    21  license to the department, in person or by certified mail, if
    22  that date is subsequent to the department's notice to surrender
    23  the license, whichever occurs first. Upon surrender of the
    24  license, the department shall issue a receipt showing the date
    25  that it received the license.

    27  § 1960.  Reinstatement of operating privilege.
    28     The department shall charge a fee of [$25] $30 to restore a
    29  person's operating privilege following a suspension or
    30  revocation.
