AN ACT 1 Authorizing the incurring of indebtedness, with the approval of 2 the electorate, of $200,000,000 for the creation of a State 3 Public Land Trust to be used for the acquisition of public 4 lands, easements and rights-of-way by the Commonwealth, local 5 governments and nonprofit conservancy organizations. 6 The General Assembly of the Commonwealth of Pennsylvania 7 hereby enacts as follows: 8 Section 1. Question. 9 The question of incurring indebtedness of $200,000,000 for 10 the purpose of creating a State Public Land Trust to be used for 11 the acquisition of public lands, easements and rights-of-way for 12 purposes of enhancing the natural recreational, scenic and 13 historic value of land within this Commonwealth, and to maintain 14 existing State parks, shall be submitted to the electors at the 15 next primary, municipal or general election following the
1 effective date of this act. 2 Section 2. Certification. 3 The Secretary of the Commonwealth shall certify the form of 4 the question under section 3 to the county boards of elections. 5 Section 3. Form of question. 6 The question under section 1 shall be in substantially the 7 following form: 8 Do you favor the incurring of indebtedness by the 9 Commonwealth of $200,000,000 for the creation of a State 10 Public Land Trust to be used for the acquisition of 11 public lands, easements and rights-of-way to enhance the 12 natural recreational, scenic and historic value of lands 13 within this Commonwealth and for the maintenance of 14 existing State parks? 15 Section 4. Election. 16 The election shall be conducted in accordance with the act of 17 June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania 18 Election Code, except that the time limits for advertisement of 19 notice of the elections may be waived as to the question. 20 Section 5. Proceeds. 21 Proceeds of borrowing shall be used by the Commonwealth, 22 local governments and nonprofit conservancy organizations to 23 acquire lands, easements and rights-of-way to enhance the 24 natural recreational, scenic and historic values of land within 25 this Commonwealth and to maintain existing State parks. 26 Section 6.
