SENATE BILL

                                     AN ACT

     1  Providing matching funds and loan forgiveness to encourage
     2     foreign language instruction in elementary schools.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Matching funds.
     6     The Commonwealth shall provide matching funds for all money
     7  expended by a school district for foreign language instruction
     8  in its elementary schools.
     9  Section 2.  Loan forgiveness.
    10     The Commonwealth shall pay up to $2,000 toward repayment of
    11  any school loan for each year that a qualified teacher spends
    12  teaching a foreign language in an elementary school. This
    13  payment shall be made both to a student who elects to study
    14  foreign language instruction while in undergraduate school and
    15  to a teacher who returns to college for courses in foreign
    16  language instruction.
    17  Section 3.  Effective date.


     1     This act shall take effect July 1, 1990, or immediately,
     2  whichever is later.
