A RESOLUTION 1 Memorializing Congress to open the cable television industry to 2 more competition in the marketplace. 3 WHEREAS, It is in the public interest to provide competition 4 for existing cable television services, both transmission and 5 programming, through a telephone network capable of video 6 transmission to enhance the development of new technologies and 7 faster introduction of products and services to the marketplace 8 at competitive prices; and 9 WHEREAS, An integrated broadband network will provide 10 consumers with greater choices of video program suppliers and 11 preferred services--advantages that would be extended ultimately 12 to all consumers, rural and urban, so as to avoid a divided 13 society of information "haves" and "have nots"; and 14 WHEREAS, A statewide fiber optic network will serve as a
1 vital component to each state's future public and continuing 2 education structures; and 3 WHEREAS, A highly featured telephone network capable of video 4 transmission would be an asset to international competitiveness 5 for the United States and to economic development within the 6 states; and 7 WHEREAS, Adequate accounting and structural safeguards have 8 been developed and are already in place in the Federal and State 9 jurisdiction to protect against cross subsidization from 10 telephone customers; therefore be it 11 RESOLVED, That the House of Representatives of the 12 Commonwealth of Pennsylvania memorialize the Congress of the 13 United States to enact appropriate legislation to open up the 14 cable television market to competition, to enhance the 15 development of new technologies and to modernize the 16 telecommunications infrastructure; and be it further 17 RESOLVED, That copies of this resolution be transmitted to 18 the presiding officers of each house of Congress and to each 19 member of Congress from Pennsylvania.
