           PRESTON, OLASZ, GIGLIOTTI, B. D. CLARK, CALTAGIRONE, STABACK,
           MORRIS, RYBAK, FARMER, ACOSTA, OLIVER, THOMAS, O'BRIEN,
           KONDRICH, GRUPPO, KAISER, HAYDEN, LUCYK, COLE, WOZNIAK,
           LEVDANSKY, MARSICO, WASS, McVERRY, CESSAR, LANGTRY AND

        REFERRED TO COMMITTEE ON RULES, JUNE 30, 1989

                                  A RESOLUTION

     1  Memorializing the President and the United States Congress to
     2     enact a Constitutional Amendment to permit the states and the
     3     Federal Government to prohibit flag desecration.

     4     WHEREAS, Millions of veterans of the United States Armed
     5  Forces have given their lives in this century to protect freedom
     6  for all peoples; and
     7     WHEREAS, The United States flag is the symbol of the greatest
     8  nation on earth, reminding all who view it of our national
     9  heritage of noble deeds and accomplishments and the sacrifices
    10  of our citizens; and
    11     WHEREAS, The United States Supreme Court recently ruled that
    12  flag desecration is protected by the First Amendment to the
    13  United States Constitution; and
    14     WHEREAS, The majority of Americans abhor that decision and
    15  demand a remedy; therefore be it
    16     RESOLVED, That the House of Representatives of the


     1  Commonwealth of Pennsylvania memorialize the President and the
     2  United States Congress to enact a constitutional amendment that
     3  would permit the states and Federal Government to enact
     4  legislation which would prohibit flag desecration; and be it
     5  further
     6     RESOLVED, That copies of this resolution be transmitted to
     7  the President, the presiding officers of each house of Congress
     8  and to each member of Congress from Pennsylvania.
