HOUSE RESOLUTION

        INTRODUCED BY RICHARDSON, GLADECK, ROBINSON, NAHILL, PRESSMANN,
           VEON, ACOSTA, BISHOP, CARN, EVANS, HARPER, HUGHES, JAMES,
           LINTON, OLIVER, PRESTON, ROEBUCK, THOMAS, WILLIAMS AND
           R. C. WRIGHT, APRIL 26, 1989

        REFERRED TO COMMITTEE ON RULES, APRIL 26, 1989

                                  A RESOLUTION

     1  Urging Pennsylvania colleges and universities to rescind support
     2     for Proposition 42.

     3     WHEREAS, The National Collegiate Athletic Association has
     4  seen fit to amend its previous student athlete admission
     5  requirements for member institutions; and
     6     WHEREAS, The NCAA seeks to eliminate and/or restrict members
     7  of the NCAA from awarding scholarship and financial aid; and
     8     WHEREAS, This action will have a significantly negative
     9  impact on African Americans and other ethnic minority student
    10  athletes; and
    11     WHEREAS, This action has been opposed by academicians,
    12  student athletes and coaches, and by concerned parents whose
    13  children are directly impacted by this decision; therefore be it
    14     RESOLVED, That the members of the House of Representatives of
    15  the Commonwealth of Pennsylvania implore the Pennsylvania
    16  colleges and universities that have supported Proposition 42 to
    17  recant the verbal support and rescind their votes in favor of

     1  this racially biased and potentially damaging proposition.
