        REFERRED TO COMMITTEE ON RULES, APRIL 19, 1989

                                  A RESOLUTION

     1  Memorializing the President and the United States Congress to
     2     oppose any increase of Federal excise taxes on gasoline,
     3     beer, wine and tobacco for the purpose of reducing the
     4     Federal deficit.

     5     WHEREAS, The United States tax laws have always been
     6  progressive, people pay based on their ability to pay; and
     7     WHEREAS, Increases in Federal excise taxes would damage those
     8  least able to afford such tax increases, and such increases
     9  would fall most heavily on the middle class and working poor;
    10  and
    11     WHEREAS, Federal excise taxes will dramatically reduce the
    12  purchasing power of lower- and middle-income Pennsylvanians; and
    13     WHEREAS, Such taxes would eliminate the benefits that lower-
    14  and middle-income families gained from the Internal Revenue Code
    15  of 1986 (Public Law 99-514, 26 U.S.C. § 1 et seq.); and


     1     WHEREAS, Over 7,000 jobs could be lost in Pennsylvania if
     2  Federal excise taxes on gasoline, beer, wine and tobacco are
     3  substantially increased; and
     4     WHEREAS, If Federal excise taxes are increased, the State of
     5  Pennsylvania will lose approximately $35 million in additional
     6  revenue; therefore be it
     7     RESOLVED, That the House of Representatives of the
     8  Commonwealth of Pennsylvania memorialize the President and the
     9  United States Congress to oppose any increase in the Federal
    10  excise tax on gasoline, beer, wine and tobacco for the purpose
    11  of reducing the Federal deficit; and be it further
    12     RESOLVED, That copies of this resolution be transmitted to
    13  the President of the United States, to the presiding officers of
    14  each house of Congress and to each member of Congress from
    15  Pennsylvania.
