           CORNELL, DIETTERICK, MERRY, MORRIS, TIGUE, DISTLER, NAHILL,
           TRELLO, VROON, KASUNIC, NOYE, HESS, CORRIGAN, PRESSMANN,
           LASHINGER, DALEY, JOHNSON, STABACK, J. L. WRIGHT, DORR,
           FARMER, ANGSTADT, FARGO, GAMBLE, PERZEL, BATTISTO, DEMPSEY,
           E. Z. TAYLOR, CARLSON, O'BRIEN AND HERMAN, JANUARY 25, 1989

        REFERRED TO COMMITTEE ON RULES, JANUARY 25, 1989

                                  A RESOLUTION

     1  Memorializing local law enforcement agencies and school
     2     districts to organize against drug abuse; and providing for
     3     the appointment of a special committee to explore new
     4     legislative approaches to the problem of drug abuse.

     5     WHEREAS, The health and safety of the citizens of this
     6  Commonwealth and, in particular, of the youth of this
     7  Commonwealth are presently under the assault of drug abuse; and
     8     WHEREAS, The Commonwealth must act now in order to prevent
     9  this abuse from claiming additional victims and to insure that
    10  our youth have the opportunity to pursue their futures free of
    11  the deadly grip of drug abuse; and
    12     WHEREAS, Successful intervention requires education,
    13  prevention, apprehension and prosecution; and
    14     WHEREAS, The support and involvement of local law enforcement
    15  agencies and school districts are essential in combating this
    16  problem; therefore be it
    17     RESOLVED, That the House of Representatives memorialize local

     1  law enforcement agencies and school districts to solidify their
     2  efforts through the creation of local strike forces which shall
     3  be charged with the prevention and elimination of the drug abuse
     4  problem in their municipalities; and be it further
     5     RESOLVED, That in order to assist the strike forces to combat
     6  this problem, the Speaker of the House of Representatives shall
     7  appoint a special committee composed of nine members of the
     8  House of Representatives, five from the majority party and four
     9  from the minority party, to explore new and innovative
    10  approaches to funding the efforts of the strike forces; and be
    11  it further
    12     RESOLVED, That the committee may hold hearings, take
    13  testimony and make its investigations at such places as it deems
    14  necessary in this Commonwealth. Each member of the committee
    15  shall have power to administer oaths and affirmations to
    16  witnesses appearing before the committee; and be it further
    17     RESOLVED, That the committee make a report of its findings
    18  and recommendations, including any recommendations for
    19  legislation it may deem necessary, to the House of
    20  Representatives within six months.
